In line with Sir Thomas Bodley's original founding aims for the Bodleian Library in 1602, the benefits of physical access to Oxford's library collections are already enjoyed by many thousands of non-Oxonians (with more than 60% of Bodleian Library users being external to the University); but the worldwide accessibility of an increasingly large number of digital copies of Oxford's holdings will help to maximise the value and use of these materials by an even wider global audience.

研究结果显示，企业公关部门与企业基金会所能达成的企业目的相同，却是透过不同的方向去进行：企业公关部门偏向营利观点，而企业基金会则扮演非营利形象的角色，透过赞助艺文的方式，与公共关系部门形成相辅相承的的互补关系；在企业基金会的艺文赞助行为上乃是融合行销与公关的概念，形成企业「行销公关」的一环；另外在艺文团体与企业基金会的关系上，是走向双向「互助合作」，而非单向的「赞助」关系；最后，企业经营者应衡量企业的能力，从人员专业程度、企业资源及调整企业内外群众关系的能力来决定是否应设立企业基金会从事艺文赞助行为。

Finally, using this analysis framework and unifying the practice of the reform of institutions and public finance system, this paper preliminarily analyzes the overall way of constructing our country's non-profit organization system This paper makes conclusions as follow:1~, it is necessary to carry on the trichotomy to the field of resources disposition from the point of the supply-demand relation configuration because of the limitations to Bipolar Paradigm between market and government.2~, introducing the market mechanism to the domain of public service is helpful to improve economic efficiency of the supplies, but the lack of the corresponding ethics value standard and the government structure will cause the erosion of public welfare and the loss of commonality and fairness.3~, the sources of the fault to the reform of institutions are the vacancy of public ethics goal and the lag of public service fundamental research, which makes the reform of institutions follow the way of the reform of enterprise.

在完成公共服务分析框架后，作为本论文研究体系的延伸，在本文的最后部分，运用这一分析框架，结合我国事业单位改革和非营利组织发展的实践与公共财政体制改革，初步分析了构建我国公共事业体制框架的总体思路。通过公共服务分析框架的构建，本文得出的基本结论有以下几点：1、市场和政府二分的范式对认识公共服务和公共事业领域的资源配置存在局限性，因此有必要从供求关系构型上对资源配置场域进行三分法的划分。2、简单地在公共服务领域引入市场机制有助于供给者的经济效率提高，但是，如没有相应的伦理价值理念的规范和治理结构，必然会导致对公益消费者公共福利的侵蚀，出现公共性与公正性的流失。3、以推向市场和创收为实质内涵的我国事业单位改革失误的根源，在于公共伦理目标的缺失和对公共服务理论研究的滞后，因而才沿袭了企业改革的思维和方法。

Later, as for the fund deficiency matter, which puzzles almost all the foundations and is in close relation with project operation, the thesis puts forward solution proposals like boosting fund-raising capacity and efficiency, rationalizing the proportion of the cost and raised funds, ensuring endowment value and gainings, seeking fund aid from government.

其次，针对当前困扰基金会与其他非营利组织的与公益项目运作紧密相关的资金缺乏问题，从提高基金会的筹资能力、项目运作中的成本与筹资金额之间的合理性和效率、基金的保值增值、寻求政府的资金支持等角度提出相应的解决方案。

However, in the process of carrying out their activities,non-profit organizations might be inevitably temped by all kinds of interests, and even gradually lose its basic social morality without conscious, which would eventually lead to the loss of public responsibility.

然而，非营利组织在开展活动的过程中，也不免会受到各种利益的诱惑与侵蚀，会出现在不自觉中渐渐丧失掉基本的社会道德伦理的可能性，最终会导致公共责任的缺失，对社会发展造成巨大的负面效应，打击社会公众的信念，最终导致社会资源的减少，使志愿活动所追求的社会目标受损。

In order to solve these problems about juridical person system of private school in China, the paper offers several countermeasures. According to setting up school corporation in legal qualification in Japanese private school, we should properly revise our present educational law and add special items and regulations about setting up school corporation; we also should revise some statutes and items restricting juridical person's capacity for fund-raising and financing, adjust some policies and rules which are bad to funds raising. At the same time we need introduce the experiences of school corporate fathering system of private school in Taiwan and especially in Japan. To set up staff selecting mechanism about corporate organ in private school, to reform management patterns and perfect organizing mechanism of corporate organ in non-profit private school, to carve up the rights borderline between the council and principal, we could establish the reasonable and normative corporate management system of private school in the future.

为解决我国民办学校法人制度的现存问题，论文提出了相应的具体对策：借鉴日本在教育领域对私立学校的法律主体资格专设&学校法人&的经验和做法，适当修改我国现行的教育法律，增加设立&学校法人&的专门条款及其相关内容规定；修改制约民办学校法人主体筹资融资能力的一些法律法规条款，调整不利于民办学校筹措资金的诸多政策规章限制；在借鉴台湾地区、尤其是日本私立学校有关学校法人治理制度的经验基础之上，增加有关民办学校法人机关组成人员的来源和遴选机制，改革和完善目前我国民办学校尤其是从事非营利活动的民办学校的法人机关运作机制，合理划分校董事会与校长的权限，从而确立起完善和规范的民办学校的法人治理制度。
