毋庸讳言，目前我国中小学艺术教育中存在的问题很多，如管理机构不健全、教学设备奇缺、师资缺额大、开课率低等，但这些问题大都是理论工作者所无法驾驭和难以解决的，为此，本文将把着重点放在中小学艺术教育的指导思想和教学理论的探讨上。
