In the period of New Economic Policy, Lenin supported that artels must be founded on taking care of interests of peasants, artels in circulation are user-friendly and easily acceptive forms of organization which lead peasant to transit to new system, the development of artels alone is equivalent to the development of socialism.

十月革命前列宁认为合作社是阶级斗争的工具，无产阶级政党要充分利用合作社，消费合作社是维护工人阶级利益的经济组织；战时********时期列宁主张利用和改造消费合作社，用共耕制等生产合作形式改造小农经济；新经济政策时期，列宁认为合作社必须以农民对个人利益的关心为基础，流通领域的合作社是引导农民向新制度过渡简便易行和容易接受的组织形式，单是合作社的发展就等于社会主义的发展。
