本文分析了大连铁路集装箱海铁联运的发展环境，这其中包括振兴东北老工业基地大的宏观环境，建设大连为东北亚航运中心的区域环境，也包括国家和地方上对铁路集装箱海铁多式联运的法规、政策环境。另外，大连市铁路集装箱海铁多式联运软硬件方面的设施状况也是本文的重要内容。
