This paper takes time as the main line to describe the history of development of the state-owned railway and the joint venture railway in the Inner Mongolia, and divides the development process into three stages and draws maps for each stage. It also takes the longest joint venture railway-JiTong railway as the mail part and describes its preparation, construction, operation and performance of corporational process and also explores the problems of the entire process.

本文以时间为研究主线详细叙述了内蒙古自治区境内国有铁路和合资铁路发展的历程，并首次将内蒙古铁路发展过程分为三个阶段且每个阶段都通过铁路网图描述；以我国营业里程最长的集通铁路为研究主体，详细论述集通铁路筹备、建设、运营业绩以及集通铁路有限责任公司的企业化过程，将其运营历程分为两个阶段和一个至高点，并探讨整个过程中取得的成绩和存在的问题。
