The fact of the matter is that Japan will never be recognized as a "normal" country, like Germany is, by the countries that it victimized, unless the sense of repentance over atrocities carried out by the Imperial Japanese armed forces, without parallel in brutality and enormity in history, sinks in and becomes part of the national psyche.
