Article 25 Where the relevant competent administrative departments, in violation of the provisions of these Measures, fail to fulfill their legal duties and responsibilities, interfere with the project companies' normal business activities, engage in illegalities by fraudulent means or for private benefits or abuse their duties, the project companies shall have the right to make reports and complaints, or may apply for administrative consideration or bring administrative actions according to law.
