Where a local people's government at any level or a State organ shields or connives at violations of this Law committed in the process of manufacture or sale, the person who is chiefly responsible shall be investigated for legal responsibility in accordance with law.

& &各级地方人民政府和其他国家机关有包庇、放纵产品生产、销售中违反本法规定的行为的，依法追究其主要负责人的法律责任。

Article 50 If any person working with a State organ, by taking advantage of his/her power and position, shelters or connives at the manufacture or the sale of products listed in Article 20 of the present Regulations, he/she shall be given administrative punishment by his/her unit or by the authority at a higher level, in case of a criminal offence being involved, the offender shall be investigated for criminal responsibility according to the laws.

第五十条国家工作人员利用职权，包庇、纵容生产、销售本条例第二十条所列产品的，由所在单位或者上级机关给予行政处分；构成犯罪的，依法追究刑事责任。

Article51 If any State employee, by taking advantage of his or her power and position, shelters or connives at the production or the sale of the products listed in Article 20 of these Regulations, the employee shall be given administrative punishments by the unit where he or she works or by the superior authority.

第五十一条国家工作人员利用职权，包庇、纵容生产、销售本条例第二十条所列产品的，由所在单位或者其上级机关给予行政处分；构成犯罪的，依法追究刑事责任。

Article 19 Any member of the Hong Kong Garrison who contravenes any national law or law of the Hong Kong Special Administrative Region shall be investigated for legal responsibility according to law.

第十九条香港驻军人员违反全国性的法律和香港特别行政区的法律的，依法追究法律责任。

Article 19 Any member of the Macao Garrison who contravenes any national law or law of the Macao Special Administrative Region shall be investigated for legal responsibility according to law.

第十九条澳门驻军人员违反全国性的法律和澳门特别行政区的法律的，依法追究法律责任。

Any person who contravenes the above provisions, found in accordance with the severity of the circumstances of those whose criminal responsibility.

Article 82 is changed into Article 85, which is modified as:"In case an employee of a commercial bank defalcates, embezzles or encroaches the capital of the bank or the clients by availing himself of his position, which constitutes a crime, he shall be subject to criminal liabilities according to law; or shall be imposed a disciplinary punishment if his act is not serious enough to constitute a crime".

三十三、第八十二条改为第八十五条，修改为：&商业银行工作人员利用职务上的便利，贪污、挪用、侵占本行或者客户资金，构成犯罪的，依法追究刑事责任；尚不构成犯罪的，应当给予纪律处分。&
