On the basis of defining the meaning of Sageliness Within and Kingliness Without, this part starts with the historical features of the Confucian ideological and political education andanalyses the meaning of Sageliness Within and Kingliness Without as the aim of ideological and political education.

本部分在对《礼记》"内圣外王"思想政治教育目标含义界定的基础上，从儒家思想政治教育的历史特征入手，以儒家的价值追求作为尺度，分析了"内圣外王"作为《礼记》思想政治教育目标之必须。

The features include:(1) objective, which is maximum of economic and noneconomic benefit minimum of economic and non-economic risk;(2) limited reason, which is caused by the uncertainty of environment, bias and incompletion of information and limited ability of information treatment or unreasonable behave of individual;(3) asocial, which is maximum of self-benefit of individual and object conflict between individual and organization.

这些特征包括：(1)决策目标：经济与非经济利益的最大化，经济与非经济风险或损失最小化；(2)有限理性：存在环境的不确定性、信息的不完备和不对称，有限的信息处理能力或说个体行为的非理性化；(3)投机性：存在个体的追求自身最大利益的行为、个人或组织之间目标的冲突、约束制度的不完善等。

In the past, I mistook Li Hongzhi's so-called "be kind" and "be a good person" as not contradictory with the demands by our Party, without knowing that they are different in nature though similar in appearance. A communist is materialist and antitheist, while Li Hongzhi deludes people with demonology; our Party's aim is serving the people wholeheartedly and devoting selflessly, while Li Hongzhi attempts to lead people to an individualistic trap of seeking "self-transcendence"; the highest ideal and ultimate goal of the Party is to realize communism, while Li Hongzhi tells people to pursue so-called personal "consummation" without thinking about the Party's disciplines and the State's laws.

过去，我认为李洪志宣扬的所谓&人心向善&、&做好人&与党的要求并不矛盾，怎知这看似相同的表面却存在着本质的区别：共产党员是唯物论、无神论者，而李洪志却用鬼神论来迷惑人；党的宗旨是全心全意为人民服务，是无私奉献的崇高思想，李洪志却把人引向追求&自我超脱&的个人主义泥潭；党的最终目标是实现共产主义，而李洪志却让人为了追求个人的所谓&圆满&，置党纪国法于不顾。

通过对我省部分中小学教师的抽样问卷调查和访谈资料的调查和分析，对现代中小学教师激励策略建构的逻辑前提——需要，做新的揭示：现代中小学教师有丰富的、多层次的需要；现代中小学教师更崇尚研究自由和教学环境宽松，更追求自身价值，更追求生命的意义，更崇尚精神；同时对影响教师工作积极性的因素进行了分析，从而建构了一个富有人文意义的中小学教师激励策略，如满足教师需要策略、激励教师工作动机策略、制定目标管理策略等。
