Supported by the analyses and discussions above,this thesis points out inconclusion that:the times-required state liability for transboundary harms is not theusual damage compensation liability resulting from breach of international obligations,but is the damage compensation liability imposed on thedamage-inflicting state based on the fact of occurrence of transboundary harms.
