This paper advances the five proposals to promote college English teaching to train up the high-quality talents by quality education from the following aspects: improving the teachers' qualities and encouraging them to use English actively, setting up the right conception of quality education; motivating the students' activity, positivity and creativity in and outside class; carefully choosing and fully using the teaching materials, finding the connotative meaning; fully utilizing the modern equipments and other means; advisably making use of the examinations and their effects.

长期以来，小学生对写作普遍存在着"愁、怕、厌"的思想。而传统的作文教学，教师从作文命题、立意、选材、列提纲到习作评改，全一人包揽，从而造成了学生只能按教师设计好的"图纸"砌砖，作文内容虚假、空洞，缺乏童真，千篇一律的现象，完全剥夺了学生习作的自主权。其实，作文并非仅是语言符号的操作。离开了人的发展，离开了生活，作文就将是无本之木，无源之水。

However, with thedevelopment and the improvement of the theory of linguistics, psychology, and consequently,people begin to realize and have a further understanding of the real nature of language, thepossible pattern of human learning, the essence of teaching, and therefore inevitably, greatchanges have taken place in the area of English teaching. The melioration of teacher's rolesmakes English teaching more efficient in helping students' in their own ways of constructinglearning system, which is supposed to be the ultimate goal of the education.

然而，随着语言学、心理学方面的理论逐步发展和完善，人们逐渐对语言的真实本质，人类学习的可能模式，以及教学的实质有了更深刻的了解和全新的认识，因此，英语教学领域也不可避免地产生了相应的巨大变化，英语教学中教师角色的发展完善使教师能够更有效地帮助学生建构起自己的学习体系，从而达到教育目的。

In my view, the occurrence and existence of teachers'language violence nowadays could be attributed to three factors: the traditional ideal of education, which highlighted the rigorousness and prestige of teachers; the professional ethic of teachers, and the utilitarianism of educational evaluation system. Thus, it is a necessity to draw on the essence of the traditional thought——'education of virtue', and enhance the professional ethic of primary and secondary school teachers.
