It has become the restrictive factor of economic development. The implement of water saving rebuild programming in northern droughty areas is an important measure for sustainable use of water.This study is based on the investigation of the type, step and method of SEA, and focuses on the water saving rebuild programming in Mongolia Hetao regions as a case. The SEA technique is applied to agricultural sustaining using of water. The contents and impact factors are summarized along with the objective and standards defined clearly. This paper also offers assessment indexs on water saving rebuild programming, which evaluates the subsequent environmental impacts and public benefits. Some measures avoiding the negative impact are also presented to ensure that this programming is in accordance with the principle of sustainable development.

The soil erodibilities are compared and appraised for the majority of the soil types in Ningxia. The method published by D. W. Fryrear et al is adopted to calculate erodible fractions for the soils in Ningxia. The erodibilities of main soil types are compared and analyzed. Spatial distribution of soil erodibilities in the region can be perceived on the Map of Ningxia Soil Erodibility. The map is based on the digitized map of soil types of the all region by means of the geographical information system of Region Manager. Evaluation results show that erodible soils occupy a large portion of the total area of the region.(3) The third task is evaluation of effects of human activities for farming on soil erodibility. Tillage and cultivation can alter soil properties. The paper, based on the discussion on the characteristics of farmland suffering wind erosion in the region, analyzes the contents and intensities of farming disturbing surface soil. Emphasis is paid on the effect of farming on erodibilities of each type of soil.

Based on them, this paper proposes evaluation indexof fund performance from the aspect of finance, investor and interiormanagement. Considering the limitation of data envelopment analysis approach usedto evaluate fund performance, such as conventional DEA models can not considerinputs and outputs of evaluation units simultaneously, and an input-oriented DEAmodel and output-oriented DEA model often produce different evaluation results,this paper proposes a general form of DEA model which is input- andoutput-oriented by using multi-objective optimization and fuzzy set theory. Sincethe general form of DEA model can be transformed into a conventional input oroutput oriented DEA model by using special membership functions, it can beseemed as a nature extense of conventional DEA models, and a conventionalmodel can be regarded as a special case of DEA mdoel with general form.
