By synthesizing theories of systems engineering, science of talent, talent assessment, performance appraisal and bibliometrics, the author analyzes the qualification structure and performance structure of theachers in military academies and sets up a basic structure and concrete appraisal indicator system of qualifications of technical specialty for teachers in colleges. The author puts forward new appraisal indicators such as "lecuring hours coefficient","republication coefficient","thesis of core journals coefficient" and "citation coefficient". Comparatively complete quantification approaches are invented by the author for working performance of teaching, researching and social service of teachers. Based on this, the author establishes an integrated method to generate the appraisal results. By the application of stadardized processing on the appraisal results and synthetization of weighted indexes, the author solves the addibility and comparability problems of differentiated appraisal results by category or dimensiok, and realizes the amalgamation and comprehensive appraisal of inflexible appraisalresults and flexible appraisal results, and probes into the testification methods of validity, consistency and sensitivity analysis for the indicators system.

综合运用系统工程理论、人才学理论、人才素质测评理论、工作绩效评估理论、文献计量学等原理与方法，分析研究了军校教师的素质结构和绩效结构；建立了高校教师专业技术资格评审条件基本结构和具体评价指标体系，提出了"完成主讲课程课时系数"、"著作重版系数"、"核心期刊论文系数"、"论文被检索引用系数"等若干新的评价指标；提出了比较完整的教师的教学、科研、社会服务等工作业绩的量化方法；以此为基础，建立了评价结果的综合方法，通过对评价结果的标准化处理，运用指标加权综合法，解决了不同类别、不同量纲指标的评价结果的可加性和可比较性问题，实现了硬评价结果和软评价结果的融合和综合评价；探讨了指标体系有效性、一致性、灵敏度分析的检验方法。

These substance make the air indoor into bad, and threaten the healthy in the door if these cumulate .What"s more it will reduce work efficiency. The past method of IAQA is subjective assessment or giving priority subjective assessment. But people will adapt to indoor environment due to settle in the door long-term, which it lead to incorrectness. So, we can"t only use subjective assessment for IAQ. In this article, the author bring forward the best and the reasonable assessing method ,which it is combining the subjective assessment to objective assessment.

随着生活水平的提高，室内装潢成为家居装饰不可缺少的部分，装饰材料的应用，会产生大量的有毒、有害化学物质，使得室内的空气质量变差，且长期累积会威胁室内人员的身体健康，导致工作效率低下，过去对室内空气品质的研究仅用主观评价方法或以主观评价为主对室内人员的主观感受做调查，但是由于室内人员对室内的环境具有适应性，从而造成评价的不准确，且过去对化学微污染物的影响没有定性的研究，因此，用该方法进行评价显然是不准确的，所以，本文提出用主观评价和客观评价想结合的评价方法对室内空气品质进行综合评价。

A review of river management history in various countries is used in this thesis to discuss the future development trends of river management and the relationship between river health and river management.Based on the characterization and assessment of river health, Five components of stream condition are presented in this thesis to characterize river health: water quality, aquatic life, physical form, hydrology and streamside zone. It is obtained by comparing the methods and criteria that have been developed by others and reviewing the river assessment practices in various countries. Accounting for the features of urbanization region in plain river network, an indicator system for river health assessment which provides scores for 5 subindices and 17 indicators is established. With almost 200 stream reaches in Shanghai as objective of study and Liwa stream and Zhangjiabang Creek as case study, the application of river health assessment in the planning, baseline survey and post-project appraisal of river management is explored by collecting historical literature and field monitoring. Consequently, some suggestions to improve river management effectiveness are presented from the angle of river health.

本文回顾河流管理漫长历程并指出当前国际发展趋势，进而辨析河流健康状况与河流管理的关系；以河流健康状况的表征和评价为核心，通过对国外RIVPACS、AUSRIVAS、IBI、RCE、ISC等河流健康状况评价方法的分析和比较，以及对美国、英国、澳大利亚、南非等国家河流健康状况评价实践的总结，尝试从理化参数、生物指标、形态结构、水文特征、河岸带状况5个方面全面表征河流健康状况；结合中国东部平原河网地区自身特点，通过评价原则、评价指标、评价标准、评价权重确定等步骤，初步构建了包含河流水文、河流形态、河岸带状况、河流水质以及河流生物5个一级指标(共17个指标)的河流健康状况评价指标体系；在此基础上，采用资料收集与现场实测相结合的方法，以上海近200条中心河道为研究对象，以丽娃河和张家浜为典型案例，分别就河流健康状况在河流管理规划、现状评估以及后评估中的应用进行实证研究，并尝试探讨如何从这三个阶段利用河流健康状况评估改进河流管理的对策。

论文的创新和特色在于，首次提出土地生态环境安全的概念，将生态安全研究的理论与方法引入土地生态环境安全研究中，并在这些理论和方法的指导下进行了吉林西部土地生态环境安全的研究；首次在吉林西部地区进行了土地生态环境敏感性评价，从土壤退化和土地盐碱化敏感性评价反映了吉林西部土地生态环境不安全的潜在危机；构建了土地生态环境安全评价的压力-状态-响应指标体系，该体系既体现了指标总体上的因果关系，又渗透了生态环境与经济的可持续发展；在土地生态环境安全评价过程中，本文提出用栅格点状评价单元和行政区面状评价单元结合的方法进行土地生态环境安全评价，使评价结果和分区更加精确；首次进行生态安全预警的研究。

Fuzzy method has good effect in enviromental economy, resource and visuality. It uses the general way with defined index and overcome the defects in subjective evaluation involving simplicity, liberty, uncertainty etc. It can provide whole foundations to the item studied. Using the model, we also can analyse the travel economy and resource in the scenic spot.

模糊评价方法在对旅游区的经济评价、资源评价、形象评价中都有很好的效果，利用明确指标和各因素权重的一般方法克服了单纯主观评价的单一性、随意性和实际评价过程中评价目标的多层次及不确定性等，对所考察的项目能够从总体上提供评价依据并利用模糊数学模型进行风景区的旅游经济和旅游资源评估分析等。

From the point of education notion, the former puts more emphasis on the mastery of basic skills while the latter encourage scientific innovation spirit. As for the subjects, the former is oriented to all students, devoting to students' comprehensive development and their education for life. On the contract, the latter prepares students to be qualified university applicants. Regarding assessment, both believe that fairness and comprehensiveness are important. Additionally, assessment reacts on teaching and multi-assessment is preferred. Contrastingly, the former lays more stress on result-oriented paper exams while the latter also takes daily teaching process into consideration when it comes to assessment.

再次，通过分析研究物流中心规划方案的特点，根据建立评价指标体系的原则和要求，结合前述的社会、经济、环境、行业、系统、网络等特征，以促进可持续发展为总目标，从社会、经济、环境、物流行业四个角度考虑，有选择性的选取了8个评价指标，建立了物流中心规划方案的评价体系，并应用层次分析法得出了各指标权重。另外，在分析比较传统方法存在指标体系与评价方法存在不相容等问题的基础上，根据可拓综合评价法的原理及特点，将其引入到物流中心规划方案评价的研究中，并通过廊坊物流中心规划方案评价进行了实证研究，取得了合理的评价结果。
