Having reviewed both domestic and international dissertations about resource pricing theories, compared domestic with foreign practices, stepped on the base of domestic realities, the author of this dissertation analyzes the pricing system of mineral resources both from theories and from its practices:First, analyzed China's current governmental pricing system and its effect on the market, and found some regulation problems such as inadequation and excession. Second, compared different mineral resources pricing methods and its effects on the market, and suggested new mineral resources pricing system for China. Third, raised some suggestion on how to regulate and manage through government administration in this new pricing system.

论文中借鉴国内外成熟的资源定价理论，对比国外通行做法，立足于国内实际，从理论和实践两方面对矿产资源的定价体系进行研究：一是分析了现行中国矿产资源政府行政定价的制度及其对市场的影响，找到部分调控影响不到、不力或过度的问题；二是比较了国内外现行不同的矿产资源定价体系及其对市场的影响，提出了适应我国经济社会发展的新矿产资源定价体系；三是科学地提出了我国在应对未来资源提价过程中如何合理发挥政府调控手段的建议。

Recommendations are as follows: First, endow joint licensors with the rights to implement, commonly implement the joint patents and share the resulting profits ; Second, endow joint licensor with the rights to pledge the joint patent in his own share; third, in the course of maintenance and judicative and administrative protection of joint patents, licensors resume separately the consequences of his actions.

建议对共有专利权利用制度作如下修改：其一，赋予共有专利权人对共有专利权享有实施权、普通实施许可权并分享由此产生的利益；其二，赋予按份共有专利权人对其应有部分的出质权；其三，在专利权的维持和司法行政保护方面，实行各共有专利权人各自承担其行为的后果。

Analysis shows that the system construction is on effective way to realize administrators' moralization.

由此可知知道制度的建设是建构行政人员道德化的有效途径。

The basic function of county government is to perfect the configuration of market economy system to create basic conditions for the performance of market system by institutional innovation; the guiding function refers to the one that county government creates the development plans, strategies, policies and economic levers to promote the agricultural modernization, county industrialization,and urbanization for driving the county developmant; organizational function means that county government carries out the correct measures of industrial organization to avoid infavorable impact of overcompetition on economy and to improve the development and competitivity; regulatory function performs when county government regulates the conducts of market bodies by economic, legislative and administrative means to solve the externality and to sustain the development; and the complementory function acts on market by government supplying the public goods and harmonizing the social development.

基础性作用即县级政府通过一系列市场化的制度创新，建立完善了市场经济体制的基本框架，为市场机制发挥作用创造了基础条件；主导性作用即县级政府通过发展规划、发展战略、经济政策和经济杠杆，促进农业现代化、县域工业化和城镇化，使县域经济发展更具主动性；组织性作用即县级政府实施正确的产业组织措施，克服过度竞争对县域经济发展的不利影响，提高县域经济运行质量和竞争力；矫正性作用即县级政府通过一系列经济、法律、行政手段，对市场主体的行为进行调节，解决县域经济的外部性问题，使县域经济提高效率，实现可持续发展；补充性作用即县级政府发挥对市场的补充作用，主导公共产品供给，从根本上解决县域公共产品短缺问题，实现经济社会协调发展。

Therefore, the next step in the structural reform should be in line with the idea of cancellation of the prefecture, enhancement of the county, and strengthening of the village so as to strengthen the function of the county government, streamline the institutions by reducing the overstaff, substantively increase the funds for the village autonomy, establish a local administrative system and rural public fiscal regime suited to the specific Conditions of China and constantly improve the work of community management and service.

因此，中国下一步应按&撤地、强县、精乡、实村&的整体改革思路，撤消&地区&建制，强化县级政府功能，精简乡镇的政府机构和人员，充实村民自治必要的经费供给，建立和完善适合社会主义市场经济体制和中国国情的地方行政体制和农村公共财政制度，不断提高社会管理和服务水平。
