Article 16 The owner, operator or manager of a vessel engaging in transport of dangerous goods shall, in accordance with the administrative provisions of the state on water traffic safety and on preventing vessels from polluting the environment, set up and implement a system for safe operation of vessels and for prevention of pollution.
