The superpower that once saw its strategic role in the region as an "offshore balancer" has since the Gulf war of 1991 been very much onshore, with bases in the Persian Gulf and, for the time being still, a large army and air force in Iraq. America continues to have a vital interest in the region's oil and remains the chief armourer and presumed protector of Saudi Arabia and its GCC neighbours.
