In this paper, a layout of designing of the integrative offing ocean monitoring and management system of Guangzhou and establishment of an ocean information platform characterized by quaternity has been presented. Based on the layout, an integrated application system, which has a core of the ocean monitoring and management system incorporating the ocean-air, the ocean surface and shore station, could be established.

本论文研究的内容包括：对广州近海海域综合监控管理信息系统的设计，建立"四位一体"的海洋信息化平台，形成以海空、海面、岸站一体化的海洋监察管理系统为核心的综合应用系统；对系统在广州海洋数据采集及动态监控、海洋规划、海洋资源和环境保护、海洋执法、海洋信息预报、灾害预警和防治等方面的应用进行了研究。

As for the problems on the institutional level such as the reforms on governmental budget management and budget accounting system do not take place simultaneously; legal system needs further improvement, the paper presents the solutions and suggestions: better carry out the comprehensive budgeting efforts and improve the rigorousness of the execution and etc.fortify the budget system reform and legal constructions in the institutional perspective; make the amendments of relevant law, regulations and institutions and etc.

针对技术层面出现的问题，如部门预算中项目预算编制的细化程度不高，难以满足国库集中支付的要求；综合预算、资金统筹安排的管理力度不大等，提出了加大实施综合预算力度，增强预算执行的严肃性等应对措施。

On the basis of scaleless transform of DEM data, this paper introduces a method of extracting stream network after the generalization, and the fractal transformation of square root model, which is the same with the quantity-fixed generalization model of the stream networks.

本文在DEM数据无级变换的基础上，从DEM中提取出综合前后的河网，并引入分形扩展的方根模型，得到适用于河网的定量综合模型，从而评估出变换后DEM的比例尺。

A good many mico-landblock of the early Neoproterozoic-Cambrian volcanic rock that distribute in the Tianshan orogenic belt and on its both sides, and the Carboniferous-Permian volcanic rocks that widely distribute in the Tianshan and adjacent regions are selected for subject investigating in this paper. Renewing the ocean-land format and ocean-land conversion process of Tianshan orogenic belt in the Paleozoic is the masterstroke for this paper. On the basis of detailed field investigation, many subjects, such asregional lithology、geochemistry、structural geology、volcanic sedimentology geology、sotope geochronology and synthesis analysis study of geophysics data, are adopted as instrumentality in the paper, this study lays emphasis on the formation, evolution and dynamics of early Neoproterozoic-Cambrian and Carboniferous-Permian volcanic rock in the Tianshan and its adjacent regions to find out Carboniferous-Permian volcanic rock property, eruptive sequence, time and space distribution characteristics, to resume and reconstruct evolution process of Carboniferous-Permian volcanic rock, and to explore connection of magmatism process and lithosphere stretching action of neopaleozoic ocean-land transformation in the Tianshan region.

本文选择分布于天山及其两侧的诸多微陆块上新元古代—早寒武世火山岩和天山地区广泛发育的石炭纪—早二叠世火山岩为研究对象，以恢复重建天山造山带古生代洋陆格局和洋陆转换过程为主线，在详细的野外工作基础上，综合运用区域岩石学、地球化学、构造地质学、火山沉积学、同位素地质年代学、区域地球物理资料综合分析研究等多学科手段，重点研究天山及其邻区新元代—早寒武世和石炭—二迭纪火山岩系的形成演化及其动力学，查明天山石炭纪火山岩系的性质、喷发序列、时空分布特点，恢复重建其形成演化过程，探索天山地区晚古生代洋陆转换过程中火山岩浆作用与岩石圈拉伸作用的关系。

The dissertation established the method and VE-AMSAA model of integrated evaluation of reliability based on varied population-environment data by using of reliability growth AMSAA model as foundation. By conversing time of test in AMASSA model, the difficulty in subinterval estimation of this integrated evaluation of reliability was solved and determination of environment conversion factors based on AMASSA model was also presented, including optimizing principle and method.

建立了基于可靠性增长AMSAA模型的变母体变环境数据可靠性综合评估方法和模型VE-AMSAA模型，通过对AMSAA模型中的试验时间进行折合，解决了变母体变环境数据可靠性综合评估的区间估计问题，并给出了基于AMSAA模型的环境折合系数的确定方法，包括优化准则、寻优方法。

Now HLS has absorbed much research attention in IC-CAD field. In HLS, algorithms represented by algorithm description language are transformed into hardware structure description consisted of resisters and transfers. In the transforming process, synthesis of datapath is a core. The other works is based on it. And in the synthesis of datapath, operation scheduling, functional unit allocation and binding all are NP-Completeness problems. The structure of their solution space is not known well. If we must find a global optimum solution, we can only use exhaustion. This way needs too much computation for VLSI synthesis, and is impractical in Industry. So usually heuristic algorithms are used to search suboptimum solution.

因此HLS成为国际IC-CAD学界的一个热门，它把算法描述语言表达的算法转换为用寄存器、传输器描述的硬件结构，其中以数据通路的综合为主体，其余工作皆以此为基础；而在数据通路综合中，操作调度、功能单元分配、连线等均属NP问题，目前该问题的解空间尚未充分了解，如要求得最优解，只有采取穷举搜索法，对于大规模集成电路而言运算量太大，工业中无法承受，故通常都采用启发算法求次优解。

Based on theory of fuzzy sets and method of confirming index weight in AHP model, we establish respectively the quality comprehensively evaluating fuzzy models of the condition monitoring system, condition monitoring and analysing system, condition monitoring and analysing and fault diagnostic system of large rotating machines. We propose and establish the calculating formulas to assess the confidence level about application of the maximum subordinative rule.

So that, we should do some effective transfor2 mation among these three systems, including time system and coordinate system. For the requirement, the time system and coordinate system for each of them are analyzed in details. And then, the method of time transformation and the model of coordinates transforma2 tion among GPS, GLONASS and GAL ILEO are p roposed based on lots of integration, certification and calculation.

这就需要我们对此三个系统的时间系统以及坐标系统进行有效的转换，本文就是基于这样的需求，详细介绍并分析了此三大系统中各自的时间系统与坐标系统，通过对多方资料的综合、推证与计算，综合得出GPS、GLONASS以及GAL ILEO三大系统间的时间转换方法及坐标转换模型与公式。

The results showed that coverage, tiller density, turf quality, leaf chlorophyll and water content declined markedly along with turgidity under the persisting stress of heat and drought. Compared with mid-June, turf quality and leaf water content in mid-August had declined about 12.1%-49.8% and 14.2%-27.6%, respectively. Similarly, the activities of SOD and POD in leaves declined 36.5%-55.0% and 46.9%-65.7%, respectively, while the MDA content increased from 19.8% to 88.7%.
