Richard Gowan, of New York University, notes that sub-Saharan countries have many wars but hardly any helicopters; traditional UN troop contributors, such as India, are close to the limit of what they can supply; some Western countries such as America and Britain are overstretched in Iraq and Afghanistan; while others are reluctant to become involved in fighting, be it counter-insurgency or tough peacekeeping.

Since the center was founded, delegations of several nations and organizations from the UN Peace-keeping Activity Department, the U.S. the UK, Germany, Canada and Norway have paid a visit to the center to exchange and teach. On August 19th, 2002, Mr. Gerveno, who is in charge of peace-keeping affair, visited the center. And on October 12th, Mr. Anan, UN Secretary General, inspected the training of the riot policemen who would leave for Hayti to keep peace.

自该中心成立以来，先后有联合国维和行动部、美国、英国、德国、加拿大和挪威等十几个国家和组织的代表团来参观、交流、讲学。2002年8月19日，联合国主管维和事务的副秘书长盖埃诺先生前来参观；今年10月12日，联合国秘书长安南也前来该中心观摩即将赴海地的中国维和警察防暴队的训练情况。

Meanwhile, personnel and delegations at the center have been assigned to accept training and attend the symposium on peace-keeping in the UK, Swede, Norway, Thailand, Finland and so, as well as to review the condition in the task area of East Timor and Hayti. What's more, 6 trainers and managing personnel were assigned to take part in the peace-keeping activity in order to get a good idea of the conditions in the task areas and improve their teaching methods.

维和培训中心还多次派人或随团赴英国、瑞典、挪威、泰国、芬兰等国访问、培训和参加维和研讨会，赴波黑任务区、东帝汶任务区和海地任务区进行实地考察，先后选派6名教学及管理人员参加了任务区的维和行动，实地了解任务区情况以增强培训的针对性。

It attended the select tests organized by the United Nations for 5 times. For the first time Peace-keeping riot policemen training course was held this June, with 155 policemen attending the course. On August 23rd, passing the test of assessment and selection organized by UN, peace-keeping riot policemen left for Hayti to keep peace.

今年6月，维和培训中心举办了首期维和警察防暴队培训班，参训队员155名。8月23日，维和警察防暴队顺利通过了联合国的甄选评估，后来奔赴海地执行维和任务。

A peace-keeping operation should not be undertaken when conditions are not yet ripe, nor should a peace-keeping force become a party to a conflict, which would be a deviation from the fundamental purpose of peace-keeping operations.
