Based on the evaluation of rock mechanics properties of undrilling formation, a fuzzy optimization model for selecting the best similar layers with the same rock mechanics properties was established by applying theory of fuzzy optimization. Firstly the best similar layer located the undrilled area was chosen by the model. Secondly the performance of the bit used in the selected layer was evaluated by economic benefit index.

该方法在待钻地层岩石力学性质评价的基础上，首先应用模糊优选理论建立了地层岩石力学性质相似层位的模糊优选模型，用其进行相似层位的优选，然后应用经济效益指数法对相似层位的钻头性能进行评价，最后给出合理的钻头选型结果。

Bases on its present operation condition and produt type (now can produce 90＃,93＃ unlead gasoline), to fit this developement trend. Jinzhou petrochemical company by using existing products, processing distilition, facilities Jinzhou petrochemical company properly reforms the technology, and produced 97＃ unlead gasoline in civil. In 1998, it totally produced and sold 72 353 tons 97＃ unlead gasoline, created 6.9×106 Yuan economic benifit, increased product types, filled in the gap in civil and satisfied the demand of overseas markets.

为了适应这一发展趋势，锦州石化公司根据其目前的实际生产情况和产品的种类(目前可生产90＃、93＃无铅汽油)，利用现有的产品、工艺馏程、设备，进行适当的技术改造，调和生产出97＃无铅汽油，并在国内第一家形成了97＃无铅汽油的工业生产能力，1998年共生产、销售97＃无铅汽油72 353 t，创造了6.90×106元的经济效益。

笔者认为MBO作为一种较为成熟的制度，其本身并不必然导致国有资产流失，但国内影响国有资产合理定价的客观因素多而复杂，国有资产转让价格高于或低于净资产未必合理，也未必不合理；国有资产流失的原因是在条件不充分的情况下，用不规范的方法实施MBO；某些企业作低价是因为考虑了内部职工尤其是优秀管理者的历史贡献因素；当前首要目标是改制，提高社会整体经济效益，应在合理范围内以法律形式明确管理层收购价格优惠制度，促进MBO的顺利进行。
