作者认为：发展LNG工业是一项系统工程；它所涉及的各相关技术在国内均已发展到相当的水平并具备配套能力，需要的是确立合适的系统目标，汇集各相关技术要素进行优化组合，形成实施本系统的现实力量；从小规模起步，在建设LNG工程的同时着手培植自己的产品市场；在开发和推广中要使各必要环节均能分享到LNG的效益，以逐步扩大推广面，逐步增大工程规模，走出一条适合本国国情的发展LNG工业的道路。

On the basis of systematically reviewing relevant theory and practice about social order and its construction, this paper thoroughly investigates the systematic inspirations of HEXIE Management Theory to the developing theme of establishing and forming harmonious society order, and the value of this theory. With a view of systems engineering and by using HEXIE Management Theory as an instructing idea and analyzing tool, this paper systematically constructs the forming mechanism of harmonious society order from three aspects:(1) the optimization and improvement of government's designing and planning function,(2) the independent evolution of social system under environmental inducement, and (3) the organic coupling between the forementioned two aspects surrounding developing theme. This paper finally gets a HEXIE-Management-Theory-based realization way of the anticipated man-made order, the evolved increscent order and finally the complete order in harmonious society.

在系统回顾社会秩序及其构建途径相关理论与实践的基础上，深入地考察了和谐管理理论对建立、形成和谐社会秩序这一发展主题的系统性启示及其价值，并以该理论作为指导思想及分析工具，运用系统工程视角，从政府设计规划职能的优化与完善、环境诱导下社会系统的自主演化以及二者围绕发展主题的有机整合等三个方面对和谐社会秩序的形成机制进行了系统的构建，从而探索出一条基于和谐管理理论的和谐社会中预期的人造秩序、演化的增长秩序乃至最终完整秩序的实现路径。
