Based on the summary, this paper proposes the urban traffic information system architecture project suitable for the administerial management situation of China. The UTISAP includes a traffic information center, eight subsystems and two databases. Eight subsystems comprise traffic management, ETC, TFGS, traffic information service, GIS, EMS, CVOS and AHS. Two databases comprise the aspects of road traffic management and vehicles management. And the traffic information center is the core.

在总结了国外近年来有关交通信息系统的开发和研究成果后，结合中国在行政管理方面的实际情况，提出了城市交通信息系统的结构方案：一个核心即交通信息中心，交通管理、电子收费、交通诱导、交通信息服务、地理信息、紧急救援、营运车辆管理、车辆安全辅助驾驶八个子系统以及道路交通管理和车辆管理两个数据库，阐述了各子系统的功能。

In this paper,the storage forms of sound and image information are first discussed.Then,the authors study and analyse methods and technology that can be used in sound and image retrieval,and give classified expositions.Meanwhile,this paper makes comparative research on data models of the multimedia information retrieval system,proposes that the design of MIRS may base on a RDB system,and it can support storage and retrieval of sound and image information by expanding its ability of managing complex objects and multimedia data.

本文首先分析了声音与图像信息的存贮处理，接着分类阐述了声音、图像信息检索可以采用的方法和技术；在此基础上，对多媒体信息检索系统的数据模型进行了比较研究，提出在目前技术条件下，多媒体信息检索系统的设计可采用现有成熟的关系数据库系统作为基础，并在关系模型里增加处理复杂对象与多媒体数据的能力，以实现对声音、图像等多媒信息的存贮与检索。

The primary visualized decision information including traffic flux, bus speed, traffic density, accident of real-time cities main road, are provided to traffic manager so that they respond rapidly, and some of them could be transformed to traffic inducing screen through network.

系统设计目的：建成一个基于网络环境的实时的、可视化的交通管理地理信息系统服务平台，它以专业化的、综合性的、可视化的基础地理信息为基础，综合集成现有系统，将监控视频，交通控制信号、交通违章监控等实时动态信息以及警力分布、交通标志、停车场位置及容量等各种数据采集起来，进行集中管理和分析，为交通管理者提供实时的城市各主要道路的交通流量、车速、交通密度、事故发生情况等可视化初级辅助决策信息，以便交通管理人员做出快速响应，也可将部分信息通过网络主动发布到交通诱导屏。
