This thesis analyses the tasks of teaching affair administration of TAAS of Inner Mongolia Normal University, and introduces the process of accomplishing the function of the grade administration module, with the help of C/S, B/S, and database technology based on the campus intranet.

本文分析了内蒙古师范大学学分制管理体制下的教务管理工作，介绍了综合采用C/S、B/S和数据库技术的基于高校校园网的学分制教务管理系统中成绩管理模块的研究和完善过程。

To investigate the factors influencing the college labor union's spor ts activity, the research adopts the methods of literature review and question naire in this article. The results reveal the single organizational and manage ment system, less management in Basic level unions (department, faculty sports a ssociations), inadequate knowledge of leaders on organization and management, an d research capability, less sources of funding and unreasonable disbursement. I tis suggested that higher education institutes should reform sports organizationand management system to promote sports activities.

小 摘要：运用文献资料、调查等方法，对影响高校开展教职工体育活动的组织管理等因素进行研究，结果表明：高校教职工体育活动的开展组织管理手段单一；基层(部门、教职工体育社团)工会的体育管理的制度比较少；组织管理者指导、组织管理和科研能力欠缺；经费来源途径少，支出分布不合理等，建议普通高校对开展教职工体育活动组织管理体制进行改革，以此推动普通高校教职工体育活动的开展。

This paper,to solve the problems existing in the management of carders' archives,presents five suggestions: to advocate the management of files ,to improve the file managing resources,to expand the range of carder's personal file collection and management,to combine the traditional methods and modern technology,and to reform the carders' personal files management system.

首先，笔者对风景名胜区的一些基础理论知识，风景名胜区的概念、构成要件、功能、历史发展等问题进行论述，其中重点辨析了风景名胜区与自然保护区、森林公园、旅游区、外国国家公园的区别，通过性质、定义、设立条件、宗旨、建设方针等几方面的比较，可以看出风景名胜区与其他区域有很大差别，是一个独立的法定区域；其次，笔者对中国和国外风景名胜区立法概况进行分析，国外将风景名胜区列入国家公园或保护区体系，并制定了专门的《保护区法》和《国家公园法》，而中国相应立法则比较薄弱，中国目前没有一部专门的风景名胜区立法，只有一部国务院在1985年颁布的行政法规——《风景名胜区管理暂行条例》：再次，笔者对我国风景名胜区存在的规划、管理、产权设置和我国现有的风景名胜区立法存在问题进行论述，现阶段要加强对风景名胜区的保护管理，挽救风景名胜区，必须着手制定《风景名胜区法》；最后，笔者对我国《风景名胜区法》的立法宗旨、立法原则、权属制度、管理体制、法律责任等基本框架进行论述。
