During his practicing periods, he was trained at All China Lawyers Association in legal knowledge concerning WTO rules, international trade networks, preparation of legal instruments with respect to noncontentious cases as well as international commercial negotiations, etc., and was awarded a 3rd Rate Certificate for Meritorious Service by the Department of Justice of Yantai City, Shangdong Province.

1995年7月毕业于中国政法大学法学专业，获法学学士学位，英语六级。同年7月加入山东同济律师事务所工作至今，现任副主任兼任涉外部主任、合伙人。2001年9月就读大连海事大学研究生。2003年8月应香港律师协会邀请和山东省律师协会派遣，到香港交流学习30天。期间与香港律师所、律政司、高等法院、律师协会和大律师公会、香港大学法学院交流学习，了解香港的法律制度、司法体制、律师业务及律师所的管理等知识，并加强相互的业务合作。

Firstly, the development of the modern compensation theory put forward higher requestion to compensation administration; secondly ,there are many disadvantages existing in the compensation systems, demonstrating as the outworn distributive systems, which cann't motivate employees effectively.

一方面，现代薪酬理论的发展对薪酬管理提出了更高的要求；另一方面，我国企业的薪酬体系存在很大的弊端，表现为分配体制陈旧；不能有效地激励员工。

First, this chapter points out low level is the actual core competence of state-owned corporation due to the low technology, knowledge, management and rigescent system. So, in order to strengthen the core competence of state-owned corporation, we must transmit the function of government as well as intensify the management of firm.

论文首先指出了我国国有企业的核心能力培育起步较晚，有的企业构建起了核心能力，但水平低下，多数在基础态和亚状态的核心能力间徘徊，真正拥有成熟态核心能力的国有企业并不多见的现实表现；然后从体制方面和企业技术、知识、管理等内外部因素出发，分析了阻碍国企核心能力形成的原因；最后从转变政府职能，培育有利的外部环境和加强企业内部自身修炼两方面入手，提出了加快我国国有企业建立核心能力的对策建议。

Compared with the big companies, midddle and small-scale have the following advantages:small-scale, response quickly to the market,full of innovation. On the other hand,the disadvantages of them are also obvirous: low efficiency of the tenology and management, lack of capital and talents, low profits and so on. With the development of intergretation of global economy, midddle and small-scale enterprise will have to endure more and more firce competition, which include the compact of new technology, the monoply from the big compinies,the limitation of capital, the transformation of operation system and so on. Just like an old saying in our country goes: Doing business is just like a battle!

与大企业相比，中小企业一方面具有规模小，市场适应性强，市场反应敏捷，富有创新精神等优势；另一方面，也面临着技术力量薄弱，管理水平落后，竞争能力差，经济效益低下，资金人才缺乏等严重问题，随着抓大放小的改革思路的推进和全球经济一体化的持续发展，中小企业将遇到更为严峻的竞争挑战：技术变革的冲击，大企业的垄断，资金能力有限，经营体制急需转型等等。
