In virtue of it is a short cut to study the experience that is advanced and successful from developed country and use for reference, this thesis put forwards to study the administrative system of veterinary drugs in the United States and Canada, for the purpose of drawing on the advanced models and methods on veterinary drug administration on the both of counties, perfecting our law construction of veterinary drug administration, and making the administrative agencies of veterinary drugs legitimization, science, systematization, and modernization, accelerating the comprehensive development of veterinary drug industries in China, advancing the position of veterinary drug production in the international trade, protecting consumer of the animal food and promoting the public health and the society development.

鉴于学习和借鉴国外发达国家兽药管理的成功经验是加速我国兽药管理体制建设的捷径之一，本文提出对美国和加拿大两个国家的兽药管理制度进行研究，旨在借鉴美、加两国先进的兽药管理模式和方法，完善我国兽药管理的法律法规建设；促进我国兽药行政管理的法制化、科学化、系统化和现代化；加速我国在兽药产业的全面发展，提升我国兽药产品在国际上的地位：以及更好地保护动物性食品消费者的合法权益，促进公众健康和社会发展。

But, along with the continuous deepening of China"s reforming on economical system, and the changes of exterior conditions of petroleum industry, especially after China"s entering into WTO, the organization structure, management system, operating system and production capacity of mud logging industry formed under long-term planned economy shall be strongly challenged omni-directionally.

但是，随着我国经济体制改革的不断深入和石油工业外部条件的变化，尤其是在加入WTO以后，长期计划经济体制下形成的录井行业的组织结构、管理体制、运行机制以及录井生产能力，受到了全方位的挑战。

而遇到的困难是对停车管理的重要性认识不足，还没有把停车场建设与停车管理作为一个产业来发展；二是停车场规划、建设和管理严重滞后，在城市规划中，停车场规划还没有得到足够的重视，我国已颁布的建筑物配建停车场指标十年不变，难以适应现实停车需求；三是停车场建设资金缺乏，政府对停车场建设的资金投入力度弱，投资渠道单一，缺少优惠政策扶植和引导；四是停车管理体制不顺、管理多头化、分工不清、缺少协调、管理混乱的现象普遍存在；五是停车场管理法律法规不完善，缺少有关停车场规划、建设、执法的法律和法规，原有的单项法规和政策已不适应当前的新情况。
