另外，在医院中有其独特的特性是其他服务业所没有的，例如：高度专业人员及医疗管理和行政管理的并行方式，因此并非全医院的各部门管理均可以利用麦当劳的管理方式，因此本篇也将探讨在医院中不同部门的应用科学管理程度。

For an enterprise, its security status completely lies on safety management movement pattern. The well enterprise safety management pattern can ensures the enterprise safety produces carry through smoothly and favorably, whereas laggard and unbefitting safety management pattern may affects the enterprises production and causes the serious harm to the enterprise. Therefore, when the old safety management pattern is unsuitable the demand of the safety production under the new transaction ore pattern, it is urgent and necessary to propose a new more perfect safety management pattern.

对于一个企业来说，它的安全状况完全取决于其安全管理运行模式，良好的企业安全管理模式，可以保证企业生产得以平稳、顺利地进行，而落后的不合适宜的安全管理模式，则会影响企业的生产，给企业造成严重的危害，因此，当旧的安全管理模式不适应新的办矿模式下安全生产的要求时，提出一个新的较完善的安全管理模式是非常迫切必要的。

From the angle of existing water legislation, the thesis analyzes relevant management legislation and identifies such setbacks as unestablished water right transfer system, irrational price mechanism, unfavorable factors related to management system, unflexible legal liability. Then it puts forward proposals for improvement from the angle of water system, water payable utilization system and water industry access system. In response to the problems with existing law and rules, the thesis brings forward some inputs regarding local rules and regulations with local characteristics which offer effective Countermeasures for current water resources management.

从山西省现行水资源管理立法的主要内容入手，通过对一些相关的管理立法的评价分析，找出其中的不足，例如水权转让制度的尚未确立，水资源价格机制的不合理，管理体制上的不利人为因素，法律责任的过于原则等，深入分析，阐述思路，从山西的水权制度及水环境行政管理制度中的排污收费制度和水资源有偿使用制度及水行业市场准入制度方面提出改善意见，针对现行法律、法规中存在的问题，提出修改建议并制定出具有山西特色的地方性法规、规章，切实有效地为解决山西水资源管理中存在的问题提供法律对策，这是我们的目标。

Based on the KKS identification systems equipment class principle and the equipment structural theory, the paper puts forward the EAM equipment management thought ,applies the thought to the EAM core module and determines the approach of the service management and fault management according to the KKS identification uniquity of the motive equipment, moreover, it applies the KKS equipment tree structure to the service management .

基于KKS编码体系设备分类原则和设备结构理论提出了EAM设备管理思想，并将这种思想实现到EAM的核心模块设备管理中，依照KKS运行设备编码唯一性的特点，确定了设备维修管理、故障管理的方法，将KKS的设备树结构应用到维修管理中。

This paper does not mention every aspects and details of the equipment maintenance engineering; there are some unmentioned tasks which are also importance, for example, repair parts preparation and stock controlling, repair man's performance assessment, economic analysis of a maintenance task, file management and so on.
