Article 12 Prior to the entry of import goods, the consignee of import goods or any other direct party concerned with a justifiable reason may file a written application to the customs for predetermining the place of origin of the goods to be imported. The applicant shall offer the customs necessarymaterials so as to predetermine the place of origin.

第十二条进口货物进口前，进口货物的收货人或者与进口货物直接相关的其他当事人，在有正当理由的情况下，可以书面申请海关对将要进口的货物的原产地作出预确定决定；申请人应当按照规定向海关提供作出原产地预确定决定所需的资料。

In the case of machinery or equipment, means of transportation or other goods which are transported out of the territory for repairs and are declared to the Customs upon exit and reimported within the period specified by the Customs, the dutiable price shall be the repairing fees and expenses for materials and parts as valued by the Customs.
