Article 29 If the offeree dispatched the acceptance within the time limit specified for acceptance, and under normal circumstances the acceptance would have reached the offeror in due time, but due to other reasons the acceptance reaches the offeror after the time limit for acceptance has expired, such acceptance shall be effective, unless the offeror notifies the offeree in a timely manner that it does not accept the acceptance due to the failure of the acceptance to arrive within the time limit.

第二十九条受要约人在承诺期限内发出承诺，按照通常情形能够及时到达要约人，但因其他原因承诺到达要约人时超过承诺期限的，除要约人及时通知受要约人因承诺超过期限不接受该承诺的以外，该承诺有效。

Article 29 If the offeree dispatches the acceptance within the time limit for acceptance which can reach the offeror in due time under normal circumstances, but the acceptance reaches the offeror beyond the time limit because of other reasons, the acceptance shall be effective, except that, the offeror informs the offeree promptly that it does not accept the acceptance because it exceeds the time limit for acceptance.

Where the offeree dispatches the acceotance within the time limit for acceptance which can reach the offeror in time under normal conditions ,but the acceptance reaches the offeror beyond the time limit because of other reasons,such acceotance is valid ,unless the offeror timely notifies that he does not accept by virtue of delay.

An acceptance dispatch by the offeree after expiration of the fixed time limit for acceptance constitutes a new offer, unless the offeror timely notifies the offeree the acceotance is valid.

第二十八条受要约人超过承诺期限发出承诺的，除要约人及时通知受要约人该承诺有效的以外，为新要约。

Article 29If an offeree makes within the time limit for acceptance an acceptance that could reach the offeror in time under normal conditions but happens to reach the offeror beyond the limit due to other reasons, the acceptance shall be effective notwithstanding unless the offeror notifies the offeree in time that the acceptance is denied due to its delayed arrival.

第二十九条受要约人在承诺期限内发出承诺，按照通常情形能够及时到达要约人，但因其他原因承诺到达要约人时超过承诺期限的，除要约人及时通知受要约人因承诺超过期限不接受该承诺的以外，该承诺有效。

Article 21 If the addressee himself or his adult family member living together refuses to accept an administrative legal document or refuses to affix his signature or seal, the addressor may invite the witnesses to be present at the scene, explain the situation, indicate the causes for refusal and the date on the receipt of service, affix the signatures or seals of themselves and the witnesses, and leave the administrative legal document at the domicile of the addressee, then the service shall be deemed as successful.

第二十一条受送达人或者与其同住的成年家属拒绝签收行政法律文书，送达人应当邀请见证人到场，说明情况，在送达回证上注明拒收事由和日期，由送达人、见证人签字或者盖章，把行政法律文书留在受送达人的住所，即视为送达。

Article 22 A vessel shall, when washing the cabin, driving air or replacing the cabin, select safe water areas, be far from crowded navigable areas, vessel's routing system areas, navigation-forbidden areas, navigation channels, ferries, harbors for passenger liners, harbors for dangerous goods, military harbors, locks, large bridges, underwater passages and important targets alongshore under protection, and shall, before carrying out the operations, report to the maritime administrative institution for ratification.

第二十二条船舶进行洗舱、驱气或者置换，应当选择安全水域，远离通航密集区、船舶定线制区、禁航区、航道、渡口、客轮码头、危险货物码头、军用码头、船闸、大型桥梁、水下通道以及重要的沿岸保护目标，并在作业之前报海事管理机构核准，核准程序和手续按本规定第十三条关于单航次海上危险货物过驳作业的规定执行。

The assignee or licensee of a contract of import of technologies shall use the technologies pursuant to the contract.

第二十四条技术进口合同的让与人应当保证自己是所提供技术的合法拥有者或者有权转让、许可者。

Article 21 The creditors shall, if reporting their claims, submit the proof of the claims and the lawful and valid identification certificates, an authorized reporter shall submit the valid identification certificate of the authorizer, the power of attorney and the proof of the claims.

第二十一条债权人申报债权应当提交债权证明和合法有效的身份证明；代理申报人应当提交委托人的有效身份证明、授权委托书和债权证明。

Where they cannot be transported back on schedule, the processing zone enterprise shall explain the circumstances to the responsible Customs within the final 7 days before the time period expires, and shall apply for an extension.
