Through the comparative analysis between the functions of the government"s'role in establishing a social security system in Britain, the US, Germany, Japan and other countries and Chinese government"s absence from their duties in establishing rural social security, we know, under the socialist market economic conditions, the government should bear the basic responsibilities in establishing the rural social security system, just to build a basic framework of the rural social security system adapted to the level of economic development, to establish a rural social security management system, to bear national financial responsibility in establishing the rural social security and promote mufti—dimensionally raising funds, to establish a rural social security monitoring mechanism, to establish a rural social security law system, to create external environment of the rural social security system, and so on.

在英、美、德、日等国构建社会保障制度中政府职能的角色定位与我国农村社会保障政府缺位的比较分析中，我们得出，在社会主义市场经济条件下，构建农村社会保障体系中政府应承担的基本职责，即构建和经济发展水平相适应的农村社会保障制度的基本框架，建立健全农村社会保障管理体制，承担国家对农村社会保障的财政责任并推动多渠道筹集资金，建立健全农村社会保障的监管机制，推动农村社会保障的法律体系建设，创造农村社会保障制度建设的外部环境等等。在当前的条件下，我国政府应着手采取现实可行的具体措施来履行其职能、推进我国农村社会保障体系的建设。

Given the pressures of these harsh realities, mankind has no choice but to re-examine its social and economic behaviour and its path of development. Traditional ideas of considering economic growth solely in quantitative terms and the traditional development mode of "polluting first and treating later"are no longer appropriate when considering present and future requirements for development. It is now necessary to find a path for development, wherein considerations of population, economy, society, natural resources, and the environment are coordinated as a whole, so that a path for nonthreatening sustainable development can be found which will meet current needs without compromising the ability of future generations to meet their needs.

在这种严峻形势下，人类不得不重新审视自己的社会经济行为和走过的历程，认识到通过高消耗追求经济数量增长和"先污染，后治理"的传统发展模式已不再适应当今和未来发展的要求，必须努力寻求一条人口、经济、社会、环境和资源相互协调的、既能满足当代人的需求而又不对满足后代人需求的能力构成危害的可持续发展的道路。

So, during the period of transformation acceleration, our focus on the change of the economic growth structure, the division of the scientific and technological resources factors and the complication of systematic environment of scientific and technological resources, our seeking for the macro-environment and realistic strong point of the scientific and technological development, our exploration of the intension of scientific and technological resource and the way of rational allocation, promotion of the scientific and technological progress and innovation in an all-round way, upgrade of the contributing power of science and technology to economic development, are very significant to dispel the uncertain factors of society transformation period effectively, form new norm of society reconstruction and ensure the steady transformation of society.

因此，在加速转型期，关注经济增长结构的变化，科技资源要素的分化以及科技资源系统环境的复杂化，寻求科技发展的宏观环境和现实支撑点，探索科技资源内涵及合理配置方式，全面促进科技进步与创新，提高科技对经济发展的贡献力，对于有效消除社会转型期的不确定因素，形成新的社会整合规范，保障社会的平稳过渡具有重要的意义。

Since the reform and opening up, the government has carried on a lot of reform and exerted great effect on the economic and social development, which enlightens the author to set forth the opinion of"social economic person"and probe into the government's"social economic person"function under the socialism market economy and further analyze the government function transformation, based on the study angle of view related to the research fruits of Politics, Economics, Law and Economic philosophy etc. and the hypothesis of"economic person"in Economics and the government as a macroscopic pacificator.
