全文主体内容共分五章：第一章导论，对论文研究对象、研究地域范围进行界定，概括地介绍了山地小城镇建设现状及经验教训，进而阐述研究的目的和意义，并介绍了山地小城镇商业中心区设计的相关研究背景和环境。

第二部分是对近二十年国内墨辩逻辑研究成果进行反思，总结当代学者研究的成就与不足，并对未来墨辩逻辑研究和中国逻辑史研究进行展望，提出应思考的一些问题。

The second part theoretically explains the connotation, the characteristic and the significance of the teacher's research in the processing evaluation .the teacher's research in the processing evaluation is that the teacher as the main researcher, in view of the question encountering during the processing evaluation, carries on the motion research in the help of the specialized researcher's instruction, mainly in the mutual help of the teacher companion; It is that the teacher carries on the research in this specific domain of the processing evaluation, so it belongs to the category of teacher's research. And it has common character ,such as practicality, openness and scientific nature which the teacher's research has, simultaneously it also has own research character such as productive nature and processive nature ; It has the significant practical significance in regarding of the processing evaluation ,the teacher career development and the students development.

过程性评价中教师研究是教师作为研究主体，针对在过程性评价过程中遇到的问题，在专业研究人员指导下，主要是在教师同伴互助下进行的行动研究；它是教师在过程性评价这个特定领域中进行的应用研究，属于教师研究的范畴，具有教师研究的一般特点如实践性、公开性和科学性，同时也具有自身的研究特点如生成性和过程性；其对于过程性评价、教师专业发展和学生的发展都有重大的意义。

There are 7 chapters in this article.The first chapter generalize the whole article.The second chapter summarize the former research on government management in food safety and evaluation of government achievements.The third chapter introduce the theoretical design of this article. The fourth chapter review the situation of government management,including our country and Zhejiang province.The fifth chapter use the evaluation system of government achievements to evaluate the government achievements of Zhejiang province.The sixth chapter use every county"s pollution-free food date and relative data to research the effective factors on productionalt achievements of organic food. In the last chapter, we get conclusion of the government achievements" evaluation of Zhejiang province and the effective factors of productional achievements in organic foods development.Then we made correlative suggestions on the basis of the research result.

全文包括7章，第1章是导言，包括研究背景、研究目的和主要内容、研究方法和数据来源、研究创新和不足等：第2章综述了前人关于农产品质量安全政府监管和政府监管绩效评估的相关研究；第3章是研究的理论设计，提出了论文的研究思路，建立了农产品质量安全政府监管绩效评估的理论体系和安全农产品生产绩效影响因素的理论模型；第4章是对农产品质量安全政府监管状况的回顾，包括我国农产品质量安全政府监管的主要政策和实施，以及浙江省农产品质量安全政府监管政策和行动两方面；第5章是从农产品质量安全政府监管体系建设、安全农产品生产发展和农产品质量安全状况的监测结果这三个方面对浙江省农产品质量安全省级政府监管绩效进行评估，得出政府监管绩效评估的结果：第6章是对浙江省县级安全农产品生产绩效影响因素的研究，先对县级安全农产品生产绩效进行描述性分析，然后对安全农产品生产绩效影响因素进行实证研究；第7章通过对前文的总结，得出浙江省农产品质量安全政府监管绩效评估结果和安全农产品生产绩效及其影响因素的结论，并在全文研究的基础上，提出政策建议。

In the end,it is brought forward that some items should be researched first,such as the research on conception,statistics unit,constant inspection,law control,management system,public participation,industry policy,resource evaluation,and environmental impact assessment of Shoaly Land exploitation.

最后，对比研究框架，指出当前我国的滩涂基础研究薄弱，应用研究也不全面，宜优先发展滩涂定义界定、统计口径与动态监测和法律管制、管理体制、公众参与、产业政策、资源定级估价与滩涂开发环境影响评价等滩涂研究的薄弱环节。
