副教授、硕士生导师，中国法学会环境资源法学研究会副秘书长，IUCN环境法委员会委员。1990年武汉大学毕业获理学学士学位，1995年武汉大学研究生毕业，获环境与资源保护法学硕士学位，2004年获环境与资源保护法学专业法学博士学位。1995年7月至今在武汉大学环境法研究所工作，主要从事环境与资源法、的教学和科研工作，1997年任讲师，2001年任副教授。
