It was found that electrical field strength and potential around the the sample changed less in the fully insulated chamber than in conducting material phytotron, so it is closer the real condition. Based on the design, the first fully insulated large artificial climate chamber in China, in which temperature , humidity, and atmospheric pressure can be regulated, has been built in our laboratory. The paper developed an insulation parameters automatic test system of high voltage capacitive equipment based on LabVIEW. In the chamber, On-line tanδmeasurements of the capacitive transformer bushings were completed. The effects of environmental factors on tanδwere analyzed, and the curves between the tanδand the environment parameters were acquired. Then, a grey relational model to analyze the effects of main environmental factors on tanδwas built, and the grey relational grade between them was gained in this paper.

完成的主要工作和取得的主要研究成果如下：提出了全绝缘型人工气候室设计方案，计算分析了气候室内悬挂绝缘子和套管时的空间电场分布情况，并和金属材质气候室相比较，论证了该方案的优越性，据此方案研制的全绝缘人工气候室可调节温度、湿度和压力等参数，满足了人工气候试验的要求；开发了基于虚拟仪器技术的高压电容型设备绝缘特性自动测试系统，完成了人工气候室内变压器套管tanδ的在线测量试验，以此为基础分析了环境因素对电容型设备tanδ的影响情况，获得了tanδ与环境参数的关系曲线，建立了环境因素对tanδ影响的灰关联分析模型，得到了主要环境参数与电容型设备tanδ的灰关联度。

Since the voltage not only has relationship with both the reactive power and the balance of reactive load, but also relies on the structure of network and capability of voltage regulation, the system takes all the factors above into consideration and adopts the methods as follows: realizing grading control and management according to the voltage level and region partition, realizing jointly regulation and information pool by the application of advanced software in local and central station, realizing the optimal control of reactive voltage based on the measurement data from the regulative automation system and the angle of the whole system, realizing the exact application of reactive compensator and the on-load tap appropriate changer for voltage regulation transformers , and realizing the balance of reactive voltage in local site.

随着调度自动化系统的日益普及，以及越来越多的电网中的有载调压分接开关和电容器补偿装置投入使用，本课题研究开发基于分级递阶的地调/中心站模式无功电压控制系统，由于电压既与无功功率和无功负荷平衡有关，又与电网结构、调压能力有关，所以系统考虑电压等级、按区域实施分级控制、分级管理，利用中心站和地调的电力系统高级应用软件的作用实现众多装置的联合调整，信息共享。

Based on the above-mentioned characters, this paper analyzes and improves the building method of non-restraint triangulated irregular network and the embedded approach of constraint conditions, provides a kind of computational method which is used to compute the strip mine earthwork calculation based on constrained triangulated irregular network. a experiment system, which auto-complete the update of the strip mine relief map and earthwork calculation with the discrete elevation point, is developed by using the VBA development tool of AutoCAD.

基于上述特点，本文主要分析并改进了无约束三角网建立的方法与约束条件的嵌入方法，研究了基于带约束条件的不规则三角网的露天矿采剥土方量的计算方法，并利用了AutoCAD内嵌的VBA开发工具，实现了一个以离散的高程点为数据，自动完成露天矿地形图更新绘制与土方量计算的实验系统。

The four models were analyzed and normalized. We studied the procedure and method of building forest fire model base. Model base was build by object-oriented method based on category of model. Forest fire spreading models algorithm were implemented. We designed model dictionary base, model file base, and model knowledge base. Model base administration and maintenance functions were developed and implemented model file management, parameter management and knowledge management. The problems of interface between of model base and database were solved by means of model data control files. Model base ensured the availability of supporting for forest fire model suitability selection technology and forest fire model self-adapting updating technology.(3) Based on BP artificial neural network, we designed a frame construction of forest fire model selection of suitability. Forest fire model selection knowledge was produced through BP artificial neural network.

2建立了林火模型库建设的林火蔓延模型评价标准，根据模型评价标准和试验区实际情况，在42个林火蔓延模型中选择了目前最具有影响力和最具有典型代表性的Rothermel模型、王正非模型、加拿大模型和澳大利亚模型进行了解析和归一化处理；对林火模型库的建库过程和方法进行了研究，在林火模型分类基础上，采用面向对象的模型库表示方法建立了林火模型库；实现了林火蔓延模型算法，设计了模型字典库、模型文件库和模型知识库；开发了模型库管理与维护功能，实现了模型的文件管理、参数管理和知识管理；通过模型数据管理文件解决了模型库与数据库之间接口问题；实现了林火模型库对林火模型适宜性选择和林火模型自适应修正技术的有效支持。

In order to escplore the new models of cultivating in school, the essay tightly connects cultivating with teaching and research activities, based on developing teachers vacational level by modern information technoledge. Besides, during the process of founding the system of trainning teachers in school, we decide on our cultive target—promote the element educational reform by school internet, combing the facts of different schools. The cultive contnet should suit measures to different conditions, trying to synthesise and stress its practical function. When carrying out the cultive plan, we should sum up different models and explain its essence, steps and function so that we make the best choice. As to evaluational methods, we can take varied evaluational ways, including self-evaluation and evaluating each other by combination of fixing quality and quantity. At last, it is very necessary to found a special organization in order to form cultive web, make entire standarization, pay attention to develop resource and provide cultive guarantee.

本文在构建网络环境下中小学教师校本培训体系时，把以教师专业发展为本，以学校为主要研究基地，以现代信息技术为手段，以新课程的学习和实施为抓手，把培训和教研活动紧密结合、溶为一体，探索校本培训的新模式作为目标；把以基础教育新课程改革为出发点，在总目标的框架下，结合学校的具体实际，以校园网络为依托，来确定相应的培训任务，以促进基础教育课程改革的顺利进行作为任务；培训内容因人而异、因校而异，力求综合化，强调实用性与实践性；就相关的网络环境下校本培训模式进行了归纳整理，就每种模式的基本内涵、实施步骤加以说明，并对其功能列表进行比较，以便使用时更好地选择；运用多元评价和多样化评价方式，采取定性和定量相结合、自评和互评相结合、学校整体和教师个人发展相结合等灵活多样的评价方法，认真地进行科学的全方位的评价；建立一个专门的机构进行组织与管理：建立组织机构，形成培训网络，进行整体规划，优化培训机制，注重资源开发，提供培训保障。
