The present essay pays attention to the following researchquestions:(1) actual functions of Cantonese-English CS inapplication;(2) some problems existing in the application ofCantonese-English CS;(3) future development of Cantonese-EnglishCS.

Based on optimizing the interleave algorithm of 3GPP, a turbo encoder is implemented using FPGA technique.
