本文以SWOT矩阵为工具，分析了胜利油田社区的内部外部环境和现行的管理体制，提出了胜利油田社区发展模式的指导思想，从国家政策、区域经济发展和资源型企业发展规律几个方面重新认识分离企业办社会职能的迫切性和必要性，确立了胜利油田社区的发展模式、主导产业及其保障措施。
