We, the representatives from Argentina, Brazil, Canada, China, Estonia, Georgia, Guinea, India, Peru, Sri Lanka, Togoland, United States of America, Zambia and Zimbabwe met in the historic city of Xi'an from 2nd to 3rd of December 2008 for the International High Level Meet on Non Governmental Cooperation for Public-Private-Partnership mode of development, and discussed the need for a new approach to faster development of the countries of the South, especially in regard to the role of provision of sustainable energy through participation of the people and the importance of provision of energy services for the empowerment of the rural population.

我们来自阿根廷、巴西、加拿大、中国、爱沙尼亚、格鲁吉亚、几内亚、印度、秘鲁、斯里兰卡、多哥共和国、美国、赞比亚和津巴布韦的代表，于2008年12月2日至3日相聚在古城西安参加国际Public-Private-Partnership合作发展高级座谈会，讨论如何促进发展中国家加速发展，尤其是通过当地参与实现可持续的能源供应，以及为农村人口提供能源服务的重要性。
