In present,the function of monitoring system is more and more formidable,the requirement of data processing speed is more and more high,the monitoring system based on embedded technique ment the fast calculation ARM embedded microprocessor and the popular real-time and multitask operate system of μC/OS-II,it puts forward one project of medical treatment monitoring system which is used to monitor ECG,blood pressure,blood oxygen saturation and animal heat.

针对目前监护系统的功能越来越强大，对数据处理速度的要求越来越高，基于嵌入式技术的监护系统充分利用运算速度较快的ARM嵌入式微处理器和当前流行的μC/OS-Ⅱ实时多任务操作系统，提出一套用于监测人体心电、血压、血氧饱和度和体温的医疗监护系统的研制方案。

The main features of the protocol are:1A series of different classes of emergency critical care plans were pre-designed,each class of plans would be triggered by a MEWS score pre-established;2The content of each class included on the frequency of monitoring patients\' vital signs,a MEWS score can be obtained by vital signs,if the MEWS score reached a trigger value,the corresponding class of plans would be launched immediately.3 When a patient was admitted into emergency department,various classes of plans would be launched automatically one after the other according to MEWS,resulting in the procedural critical care process.

The article thinks that two new kinds should be added to the legislation, they are testamentary guardian and the guardian set up by oneself, and the legislation should include some relevant regulations of qualification, resign and compensation. The establishment of guardian of social organizations and special distractive body should be improved, and the liability of guardian especially that with property, should be prescribed in detail. Supervisor of guardianship should be added, too.

本文认为我国的立法需要增加遗嘱指定监护人和自我设定监护人两种监护设立形式，应当增加监护人任职资格、辞职、报酬的有关规定，要进一步完善社会团体和国家专门机构的监护人的设置，细化监护人的职责，尤其要充实有关财产监护职责的规定，应明确规定监护监督人。

提出首先要在法律观念上进行改革，树立起&尊重障碍者自我决定权&、&维持障碍者生活的正常化&、&监护制度的核心是充分保护障碍者的人权&等新的理念，充分尊重障碍者犹存的能力资源，对行为能力的个别状况予以弹性补正；其次，在立法体例上，应和其他大陆法系国家一样，将成年人监护制度置于分则的家庭篇中；第三，在具体内容上，应该做到（1）扩大我国成年人监护制度适用的范围；（2）引入任意监护制度，完善监护的设立方式；(3)根据行为能力的不同设置不同层次的监护；（4）完善监护监督制度，建立起对监护人的制约机制；（5）具体规定成年人监护事务的内容，明确监护人的权利、义务。
