This paper first introduces the ecological citizenship theories articulated by Bart van Steenbergen and Andrew Dobson, and then expounds, from the perspective of ecological civilization, four important features of it. The author argues that ecological citizenship is the citizenship with awareness of environmental human rights, virtue and responsibility, cosmopolitism, and ecology.

笔者首先简要介绍了斯廷博根和多布森的生态公民理论，继而从生态文明视野的角度阐述了生态公民的四个重要特征：生态公民是具有环境人权意识的公民；生态公民是具有良好美德和责任意识的公民；生态公民是具有世界主义意识的世界公民；生态公民是具有生态意识的公民。

Based on the actuality and ecologically environmental characteristics, this paper establishes indexes for assessing environmentally ecologic suitability, and uses the fuzzy clustering and the soft SPSS to regionalize the ecologically functional districts in Wuan, and classifies the twenty-two counties into three ecologic types and five ecologic districts on functions, and presents some approaches to speed the development of ecologic districts which are applicable for these districts.

并且在此基础上提出了对今后森林生态效益评价研究的八点建议：(1)进行森林多种生态效益的综合评价是今后发展的必然趋势；(2)从国情出发建立我国森林生态效益评价理论框架；(3)在创新核算方法的基础上开展分区案例研究；(4)建立区域性森林生态效益定位监测系统，为研究提供真实可靠的数据资料；(5)更全面地研究生态效益计量评价指标，使之既具完备性又具独立性；(6)建立森林生态效益评价标准，使评价结果能为林业补偿等法律政策制定提供科学的依据；(7)建立森林生态效益经济核算制度；(8)建立森林生态效益的经济补偿制度。

现阶段加快生态农业集群建设应注重做好以下工作：要搞好生态农业集群建设的战略规划；要提升与培养生态农业集群各参与主体的生态经营意识；要注重对生态农业龙头企业的支持与培育；要加强农户合作组织建设；要做好生态农业集群产品质量与品牌建设；要加强与生态农业集群相关的政策法规与制度建设。
