This kind of study is of great importance both in theory and in practice. The objective of this thesis is to analyze the immediate problems of the monetary policy in China which are found in its subject, utility goals, intermediate targets, means of implementation and conducting mode. This study is carried out by drawing lessons from western monetary policy theory and by making comparisons on a historical and international basis. In this thesis, the problems are analyzed by citing theories as well as listing examples so as to make the analysis logical. With the help of the analysis and by considering the actual situation of the economy in China, the author also gives some suggestions on how to scientifically formulating and effectively implementing the monetary policy in China after a careful anatomizing of China's monetary policy.

因此，本文的研究主题就是在全面借鉴国外货币政策理论的基础上，贯彻理论研究与实践分析、逻辑推理与历史演绎、横向比较与纵向比较、理论继承与观点创新相统一的研究原则和写作方法，重点结合改革开放20多年来中国货币政策的实践，系统、深入地分析我国货币政策在主体、最终目标、中介目标、操作工具和传导机制方面存在的突出问题，在此基础上，结合我国经济发展的现状和要求，对我国货币政策理论体系进行层次梳理和系统重构，并对提高我国货币政策制定的科学性和实施的有效性提出政策建议。

Synthetically considering these characteristics, the method of freeway management and control are presented according to four aspects: system objective orientation and concept design, system demand and requirement analysis, system data management and network structure, traffic control and accident detecting theory as well as its application. Function and structure of system are delimitated from the point view of integration. Construction and function demand of subsystem are analyzed and basic implement projects are presented. In this thesis, system data flow and management method and target which based on system network topology structure and equipment demand are described. Traffic modeling ideology and the process of making dynamic model as well as accident detecting program are presented with centralized and distributed traffic control theory in detail, then freeway ramp control theory which based on predictive model and its theoretic pattern are explored. Finally, based on the object oriented programming, program of accident detecting and checking on freeway is developed by using visual C++ as tool.

This essay analyzes the actuality of investigation in China Mass-economics and points out shortages of present investigation in the area: two falls and two disjoints , namely the fall between qualitative investigation and quantitative investigation, the fall between macroscopic investigation and microcosmic investigation, the disjoint between theory and practice, the disjoint between economical theory and communication theory; the causations of the deficiency are: from subjective view neglecting the localization of overseas achievement in Mass-economics and the investigation of ontology.

内容提要：本文对五本期刊1990年以来有关传媒经济的研究文章进行了整理和考察，分析了我国传媒经济学研究的现状，指出了当前传媒经济研究的不足之处：&两个落差、两个脱节&，即定性研究与定量研究的落差、宏观研究与微观研究的落差、理论与实践的脱节、经济学理论与传播学理论的脱节；造成不足的原因是：主观上忽视了国外传媒经济研究成果的本土化、忽视了传媒经济学的本体论研究，客观上存在着体制因素的制约、人文科学研究习惯的制约以及研究者自身素质的制约；本文对今后传媒经济学的研究提出了建议：建立传媒经济学研究的科学构架、建立适合本学科特点的研究方法、充分吸收经济学的理论成果等。
