The problem existing in the psychological health education cannot be ignored.Faced with the situation, this thesis discusses and does research on strengthening and improving College students' psychological health education from the following three parts. The first part illustrates the definition, history development and future tendency of College students' psychological health education. Meanwhile, it emphasizes the importance and necessity of College students' psychological health education. The second part illustrates the current situation of College students' psychological health education both home and abroad and subjectively introspected.

面对这一现状，本文分三部分对加强和改进大学生心理健康教育进行了相关论述和研究：第一部分阐述了大学生心理健康教育的涵义，历史发展及未来趋势，同时强调了大学生心理健康教育的重要性与必要性：第二部分阐述了大学生心理健康教育的国内外现状并进行客观反思，重点指出大学生心理健康教育中存在的主要问题，并分析这些问题产生的原因：第三部分，这是本文的重点部分，也就是如何加强大学生心理健康教育。

The author has made the description of the present situation and the development phase of higher education in China which h as entered the popular era, and also described the Chinese higher education administration pattern and presented the difference between other patterns of authority and legalities which divide into three kinds of patterns, then has made the quite detailed analysis to Chinese graduate education management process, the system structure, the qualified personnel raising pattern, the governance division, the existed problems.

描述了我国高等教育进入大众化时代的现状和发展阶段，描述了我国高等教育管理体制的现状，描述了中国高等教育管理模式与全球其他集权制、分权制和混合制三种管理模式的区别。

It is organized as follows:In Chapter 1, we introduce proximal point algorithms" framework and current research situation, optimization problems and variational inequalities" background and current research situation, and some basic concepts and lemmas, which are used in this dissertation.

本文具体安排如下：第一章简要介绍了邻近点算法的基本框架和研究现状，最优化问题和变分不等式问题的背景和研究现状，以及本文需要用到的一些基本概念和引理。

It constructs a tentative frame of theories and policies of industrial clusters. It analyzes industrial clusters mechanism and policies. The research outspreads nine parts. The first part states the background, thepurpose and the present situation of the industrial clusters and development zone.Chapter2 summarizes the theory of development zone, which includes itsconnotation, forms and the process of development zone, and then analyzes thetheory and practices of development zone abroad, finding the gap between Chinaand other developed countries and regions. In chapter 3, based on study of presentresearch, this paper discusses competitive advantages and inherent mechanism, putsforward to the necessity of research of industry cluster in hi-tech zones and pointsout that the industry cluster is the key that Hi-tech zones carry out the seconddevelopment In Chapter4, this paper discusses the possibility and their mutualmotivation between industry cluster and development zone from the view ofIndustrial Ecologization, game theory and industrial structure theory; based onanalysis of Chapter3 and Chapter4,the next two chapters underlines thedevelopment mood and mechanism of industrial cluster in developmentzone,besides,these chapters points out the role of government in this mood. InChapter7, this paper discusses the system of evaluation of the performance ofdevelopment zones. At last, based on the analysis above and the present situation ofOptical Valley in Wuhan, Hubei province, the author estimates the performance ofoptical industrial clusters in Optical Valley, and puts forward to the advices about thegovernment, the mood and the policies of optical industrial clusters in OpticalValley.

全文研究从以下八个部分展开：首先，在文章的第一部分，论述了关于本篇论文的研究背景、研究目的和国内外研究的理论与实践现状；第二部分主要阐述了关于开发区的理论，包括其内涵、表现形式和发展历程，并对国外开发区的理论和实践予以论述，由此对比出国内外开发区发展的差距，从中找出国内高新科技园区的不足和先进发展模式的经验——即发展产业集群；第三章产业集群的基本理论，在对现有理论成果作了梳理工作之后，着重分析其竞争优势和内在机理，为开发区发展模式中引入此概念的必要性埋下伏笔；在探讨了开发区内大力发展产业集群的必要性以后，第四部分着重研究其可行性及其互动机制，包括从产业生态学的角度、博弈论的角度、产业组织理论的角度等，为开发区内的产业集群发展的优势进一步展开；在完成了对其必要性和可行性探讨的基础上，在本文的第五和第六部分分别研究了我国开发区产业集群的发展模式和运行机制，以及政府在当中应当扮演的角色，并提出适当的制度建议；第七章给出了开发区产业集群的评价体系，并在此基础上，第八章结合武汉光谷高新技术开发区的现状作出实证分析，对区内产业集群发展情况作出评价，并对其具体发展模式、政府行为及政策建议作出建议。

The fourth part bases on the outcomes of investigation, points out some defects in physics teaching, and makes some suggestions for teaching practice, at last particularizes two cases in authors teaching practice.

第四部分以调查结果为基础，根据当前大学生人文素质现状及大学物理教学现状，指出当前大学物理教学的不足，并提出在教学实践中的几点建议，随后给出了教学实践中的两个案例。

Today there is more academic research than practical analysis, and according to such current condition this dissertation investigates the Adm cost of the Industrial and Commercial Administrative Bureau System of HeilongJiang province, particularizes the actuality of Adm cost of this administrative department singly, discloses the prominent existing problems, analyzes the cause theoretically, and introduces the suggestions and solutions to solve the high administrative expenditure.

针对目前对政府行政成本理论探讨较多，而实际解析的较少的现状，本文通过对黑龙江省工商行政管理局系统行政成本的调查，逐一列示工商行政管理系统行政成本的现状，揭示突出存在的问题，进行理论分析，提出有效的解决行政成本居高不下的建议与措施。

Based on large quantity of investigation and study of bridges in small town and comprehensive collection of existing research documents in and beyond the country, the fundamental statement of bridges in small town is generalized in this paper. At the same time, the present main problems of bridges in small town are pointed out. According to the characteristic of small town, the factors such as regional differences, economy, function, safety, landscape and environmental protection that affect the selection of bridge type in small town are analyzed. Based on those factors, the adaptable bridges, the types of bridge pier and abutment as well as common types of affiliated facilities for small town are put forward.

通过大量的小城镇桥梁调查研究，并在广泛收集国内外已有研究资料的基础上，总结出小城镇桥梁的基本现状，指出了小城镇桥梁目前存在的主要问题；根据小城镇的特点，分析了地域区别、经济、功能、安全、景观和环保等因素对小城镇桥梁桥型选择的影响；基于小城镇桥梁现状和桥型选择的影响因素，提出了小城镇适应性桥型和墩台结构类型以及附属构造常用型式。

The main content of this paper is studied as follows: Firstly, the paper introduces the existing problem of aqueduct bridge structure, setting out the certainty of reliability theory studying of aqueduct bridge structure, describing existent hydro structure estimation of reliabilitys method and research existing circumstance of structure reliability theory, and practical methods resolving existent problem is set out, combining feature of the reliability of existing aqueduct bridge structure and existing circumstance.

论文研究内容如下：第一部分首先介绍了渡槽结构存在的问题，提出了渡槽结构可靠度研究的必然性；简述了现有水工结构可靠度评定的方法及结构可靠性理论在国内外研究的现状，并结合现有渡槽结构的可靠性特点及其研究现状提出了解决其存在问题的实用方法。

Chinese researchers have done a lot of work on researching and protecting the black-necked cranes since 1980. This paper reviews the distribution, population ecology, habitat status and protecting situation of the black-necked cranes in Tibet, some suggestions are proposed for further protection in the future.

本文记述了20世纪80年代以来我国学者对分布在西藏的黑颈鹤研究和保护的成果及其进展；包括黑颈鹤在西藏的地理分布、种群生态、生境现状以及保护管理现状；并对目前黑颈鹤保护所面临的问题提出了相应的建议。
