提出了建设项目环境监理的概念，初步建立了适合于我国公路基本建设程序的组织机构体系；探讨了公路施工期环境监理实施技术方法体系，包括技术手段、经济手段，公众参与手段、现场管理手段等；并对公路建设项目施工期环境监理量化进行了研究，构建了一系列环境监理控制指标；结合路基工程、路面工程、桥涵工程、隧道工程、绿化工程、环保单项工程等施工过程中环境监理的实施，为将来制定公路施工期环境监理实施细则，或编写环境监理规范提供基础资料。
