环境保护

Chapter 3 is the keystone, in which the challenges against the issues of global ecology and environment and the Regime Effects, namely, the ever-establishment of related collection of policies, regulations and laws, have been analyzed. It is involved with the alleviation of anarchical nature of international relations, reinforcement of authority on issues of environment by the international organizations, e.g. UN, the restrictions on governments in which governments take the environment into consideration and the intensification of the international conventions of protecting the environment.

第三章是本文的核心，进一步分析了全球生态环境挑战及其"制度效应"(即不断设立解决相关问题的各种制度、规范和法律)：国家间关系中存在的"无政府现象"的减弱，联合国等国际组织和各种环境非政府组织在环境问题上的权威增加，国家受到越来越多条约的约束并且自觉接受生态约束，环境保护的国际习惯也在不断增加。

随着经济的快速发展，可持续发展战略的实施，环境保护已日益引起各国政府的高度重视。一些高度工业化的发达国家，因在经济发展过程中饱受环境污染问题的困扰，而相继采用了征收环境税的措施，通过运用税收经济杠杆与其他手段配合来治理本国环境，成效显著。

in pearl river delta region,water environmental contamination featured big amount and mixed types and centralization of pollutant discharge with latent combined pollutants,striding boundary pollution,severe municipal pollution,the trend of regional pollution being extended from cities to rural area,infall of salty tide in recent years.as a result,the unwatered complexion was hastened due to bad water quality.the factors of water environmental contamination were analyzed as the natural factors including especial hydrographic net distributed pattern,water body runoff characteristic,water resource distributive regional difference,infall of ocean tide,and so forth; the artificial factors as inconsequence of economic development mode and distribution of industry and cities planning,lagging environmental infrastructure,indifferency of environmental consciousness,dissonance of economic development and environmental protection.

珠江三角洲地区水环境污染特点表现为：污染物排放量大、类型杂且集中，潜在复合污染出现，跨界污染突出，城市污染依然严重，并呈现出从城市向农村蔓延的区域性污染趋势，加上近几年咸潮入侵加剧，使区域水质型缺水的局面更趋紧张。造成这种污染局面的因素：一方面受控于区域内特殊的河网分布格局，水体径流特征、水资源分配的地区性差异以及海潮入侵等自然因素；另一方面也反映了区域经济发展模式，工业布局和城市规划不尽合理，环境基础设施滞后，环境意识淡薄，经济发展与环境保护不协调等人为因素所致。

简述了环境保护的紧迫性，从环境矿物学角度综述了矿物或经改性的矿物，在环境污染控制和环境修复中的作用及其应用现状，并简要分析了矿物材料在环保方面的应用前景。

According to the internal regularity of the system structure, transversality and synthesis of environment science and technology and organization trait of the environmental scientific pursuits, a structural model of support system and the rational disposition scheme of researchers are put foward in this paper, based on analysis of science and technology support system and taking the objects and contents of environment research as the nucleus.

In order to understand the influence by the Three Gorges Project and supply basal information of estuary environment before sluice, a study was carried out on the Changjiang Estuary and its adjoining area from 1998 to 2001. This paper discussed mainly the influence by the Three Gorges Project on estuary environment of the Changjiang River. This paper analyses the hydrophysics, deposit environment, hydrochemistry, primary productivity, plankton, benthon and fishery resources of the Changjiang Estuary and its adjoining area, and further the relationship between the environment and runoff of the Changjiang Estuary.

根据调查数据，结合历史资料对三峡水库蓄水前的长江口及邻近海域水文物理、沉积环境、水化学、初级生产力、浮游生物、底栖生物和渔业资源进行了全面分析，并进一步阐明了长江口生态环境与长江入海径流量间的关系；提供了三峡水库蓄水前长江口生态与环境的基础资料，对长江口生态系统健康度作出评价，为长江口生态环境保护与可持续发展奠定了良好的基础。

沿海地方各级人民政府根据国家和地方海洋环境质量标准的规定和本行政区近岸海域环境质量状况，确定海洋环境保护的目标和任务，并纳入人民政府工作计划，按相应的海洋环境质量标准实施管理。
