From the value goal of environmental crisis, the environmental right should become property right and should be mercerization. We should shift people"s interests on treasuring the environmental resources and investing in environmental improvement with the market mechanism, improve the use efficiency of the environmental resources, make economic development and environmental protection develop together, and have the environmental resources meet social need and fully guarantee the human"s demand.

再次，作者紧扣上述案例，从听证会主持人、利害关系人代表两方面展开了论述，结合对《环境保护行政许可听证暂行办法》的条款分析，作者指出：应当选任来自环境保护行政主管机关以外的专家主持环境行政许可听证会；现行的利害关系人代表选择机制缺乏公开性、参与性、有效操作性、法治统一性等，应当确立&听证组织机关合理划分利益群体、利害关系人推举或抽签决定出席代表&这样一种利害关系人代表选择机制。
