General layout: General idea should focus on protecting urban water sources, restoring riverways, wetlands and groundwater, improving the water body function, strengthening water resources allocation and water function regions management. Based on existing water project structures, the generallayout follows as that urban water sources conservation on the upriver, wetland and groundwater restoration on mid-river and coastal wetland and estuarine eco-area restoration on the downriver, achieve the target that rivers and lakes 'connection, green bank, clean water, flowing river', then form aquaticecosystem protection and guarantee system.

以保护城市水源地为重点，以修复河道湿地、地下水和改善水体功能为核心，以强化水资源配置和水功能区管理为关键，基于现有的水利工程体系，在流域上游建立以城市饮用水水源地为主体的生态保护屏障，在流域中游建设以湖泊为点、河道为线、地下水为面的水生态修复系统，在流域下游构建以滨海湿地和入海河口为中心的生态恢复区，遏制水土流失，增强水源涵养，保护水功能区，实现河、湖&连通、绿岸、清水、流水&，进而形成防控结合的水生态环境保护与修复保障体系。

Model comparisons for estimating water and heat fluxes of reed wetland ecosystem in Panjin were done among Profile gradient method,Bowen ratio energy balance method and Eddy covariance method,based on the data from July 1 to July 31,2005 by open-path eddy covariance system(Li-7500,Li-cor Inc,USA) and the micro-climate gradient observation system.

利用2005年7月盘锦芦苇湿地生长旺季的小气候梯度系统30 min观测资料和开放式涡动相关系统10Hz原始观测资料，比较并分析了廓线法、波文比能量平衡法与涡动相关法计算的芦苇湿地生态系统水热通量。

The forecasting result shows that the shallow sea, rivers, reed and paddy field among the wetland types are decreasing while tidal-flat area, shrimp field and reservoir pond are increasing year after year.

预测结果显示，湿地类型中的浅海、河流、芦苇、水田面积逐年减少，而滩涂、虾田、水库坑塘面积逐年增加；非湿地中除了建设用地面积逐年增加外，其它类型的面积都在逐年减少。

From analyzing Shannon index in five different types of habitats, we discovered transect of crab ponds with reed behind the sea wall(artificial and half-aitificial wetlands) had the highest Shannon index, The results show that this type of habitat is very important to wintering waterfowls. The artificial and half-artificial wetlands are belong to trial regions within the sea wall, Now the situation of waterfowls in Chongming Dongtan is very dangerous .

目前对崇明东滩自然保护区的现状不容乐观，堤内的人工半人工湿地被划入实验区，崇明东滩不断进行的围垦活动，各种各样的地方人为干扰活动(偷猎鸟类、捕捉鳗苗、放牧、放火烧荒等等)都严重影响水鸟的生存状况，加之保护区经费短缺，人员不足，使得崇明东滩鸟类的生存环境不断恶化，严重影响了湿地鸟类的生存和栖息地质量。
