In the case as mentioned in the preceding Paragraph, the ATA carnet holder shall pay to the customs office an adjustment fee under the relevant provisions.

发生前款规定情形的，ATA单证册持证人应当按照规定向海关交纳调整费。

When an ATA carnet holder applies to the customs office for the temporary importation or exportation of goods, it shall submit the original ATA carnet which is genuine and valid, an accurate checklist of goods, as well other relevant commercial instruments or certificates.

ATA单证册持证人向海关提出货物暂时进出境申请时，应当提交真实有效的ATA单证册正本、准确的货物清单以及其他相关商业单据或者证明。

In the case as described in Paragraph 3 of Article 7 of these Measures, the ATA carnet holder or consignee or consignor of goods temporarily imported or exported under non-ATA carnet shall file an application with the local competent customs office directly under the General Administration of Customs.

属于本办法第七条第三款规定情形的，ATA单证册持证人、非ATA单证册项下暂时进出境货物收发货人应当向主管地直属海关提出申请。

Article 9 If any goods temporarily imported or exported are damaged due to any force majeure and cannot be re-exported or re-imported in the original form, the holder of the ATA carnet or the consignee or consignor of the goods temporarily imported or exported under the non-ATA carnet shall timely report to the local competent customs office.

第九条 暂时进出境货物因不可抗力的原因受损，无法原状复运出境、进境的，ATA单证册持证人、非ATA单证册项下暂时进出境货物收发货人应当及时向主管地海关报告，可以凭有关部门出具的证明材料办理复运出境、进境手续

Article 32 For the transit, transshipment or transport of goods under any ATA carnet, the customs office shall handle the importation or exportation formalities upon the strength of the page for passing the territory in the ATA carnet.

第三十二条对ATA单证册项下的过境、转运、通运货物，海关凭ATA单证册中的过境联办理进出境手续。

In the case of destruction or losing the useful value due to any reason other than force majeure, the holder of ATA carnet or the consignee or consignor of the goods temporarily imported or exported under the non-ATA carnet shall go through the customs formalities under the relevant provisions on the import and export of goods.

暂时进出境货物因不可抗力以外其他原因灭失或者受损的，ATA单证册持证人、非ATA单证册项下暂时进出境货物收发货人应当按照货物进出口的有关规定办理海关手续。

Article 30 In the case of damage or destruction of any ATA carnet after the importation, the ATA carnet holder shall bring the new ATA carnet issued by the original issuing institution to the local competent customs office directly under the General Administration of Customs for confirmation.

第三十条进境ATA单证册在进境后发生毁坏、灭失等情况的，ATA单证册持证人应当持原出证机构补发的ATA单证册到主管地直属海关进行确认。

Article 39 An ATA carnet holder, consignee or consignor of goods temporarily imported or exported under any non-ATA carnet, organizer of an exhibition, or exhibitor of an exhibition may entrust an agent to go through the customs formalities.

第三十九条 ATA单证册持证人、非ATA单证册项下暂时进出境货物收发货人、办展人、参展人可以委托代理人代为办理有关海关手续。

Article 29 The customs office only accepts ATA carnets filled out in Chinese or in English.
