Due to this background, this paper analyzes the research statues on design fields for the evaluation index of innovation of both china and abroad, states the designing manner of the independent innovation capacity evaluation index system; designs the measurement frame of the index system that affect the independent innovation capacity from depth and horizontal. finally, put forward the evaluation index system for independent innovation capacity of the industry enterprises in sichuan.

文章基于此背景，分析了国内外"创新"指标设计领域的研究现状，阐述了自主创新能力评测指标体系的设计思路，从深度和广度方面设计了影响创新能力的指标体系的测度框架，构建四川省工业企业创新能力的评价指标体系。
