The paper illustrates the problem from the angle of the expropriating procedures in the land-expropriating system, expounding the concerning procedures in the process of land expropriation from four parts. And based on the existing laws and regulations, the hypotheses have been put forward on the process of land expropriation and the improvement on the systems concerned.

本文从土地征收制度中的征收程序部分这一角度作为切入点，通过四个部分阐述了土地征收的过程中所涉及的程序的相关问题，并在现有法律法规的基础之上对土地征收程序及相关制度的完善予以设想。

但是，长期以来我国司法鉴定体制存在法律规范不足、管理体制混乱、技术标准不统一、监督管理缺失、法律责任不清等诸多制度弊端，损害了司法鉴定的科学性、客观性和权威性，引起社会公众对司法鉴定工作的质疑，降低了司法鉴定的社会公信力，并进而影响了诉讼活动的顺利进行，影响了司法鉴定服务于诉讼、促进司法公正目的的实现。

Currently, the minor crime of our country takes on some characteristics such as various criminal types, complicated criminal means, committing crimes in groups, criminals tending to young, criminal means tending to mature, and prominent phenomenon of recommitting crimes.
