浓硝酸的加入量保证稀土氧化物溶解就可以，过量的硝酸可以加热除去；将可溶性钨酸盐和表面活性剂溶解于去离子水中，得到钨酸盐溶液，表面活剂性的加入量为反应原料重量的0-30wt％；将稀土硝酸盐溶液加入到钨酸盐溶液中搅拌，发生沉淀反应，磁力搅拌时间为25-60分钟，得到白色沉淀；将含有沉淀物的溶液作为前驱物加入到反应釜中，发生水热反应，反应温度为100-260℃，反应时间为24～72小时；离心分离，洗涤，干燥，即得所需产物。

含油污水处理工艺是一个复杂的处理过程，在处理过程中由于受到原水浊度、PH值、配水流量、原水温度和其他水质污染等因素的影响，处理难度相当大，现时的含油污水处理系统普遍存在处理后的水质不稳定和处理成本高等问题，国内外含油污水处理采用的方法有物理法、化学法、物理化学法和生物法等，每种处理方法都有自己的特点，结合电厂含油污水的情况，本文主要采用化学法，具体来说是采用絮凝沉淀的方法，通过向废水中投加混凝剂，使细小的悬浮颗粒和带电胶体微粒聚集成较大颗粒而沉淀，使其与水分离，使含油污水得到净化，使处理后的废水各项指标达到排放标准。

本文采用复合型絮凝剂处理乳化液废水，研究结果表明，乳化液废水的处理过程包括凝聚脱稳及吸附絮凝，其中絮凝是决定混凝效果的关键性步骤，复合型絮凝剂聚硅酸硫酸铝是一种既具有较强的电中和能力，又具有优异的絮凝性能的无机混凝剂，通过对乳化液废水药剂筛选实验，实验结果表明聚硅酸硫酸铝对乳化液废水是比较合适的混凝剂，并确定了药剂的最佳投药量、最佳pH值条件等操作参数，针对乳化液废水的特点，综合国内外研究成果和经验，提出了二次混凝沉淀处理方案，该方案具有处理设备结构简单、运行管理简便等优点。
