As an energy city of coal mining,Huaibei city,in the process of industrialization and urbanization,inevitably suffers the ecological pressure resulted from mining ans pollution.It has once been agonized by the ground sinkage caused by coal mining.

作为一座煤炭资源型城市，淮北在工业化和城市化的过程中，不可避免地承受着资源开发和工业污染所带来的生态压力，因采煤塌陷形成的塌陷区，曾经是困扰淮北城市发展的一大难题。

But one aspect of the pollution that is very noticeable in this windy city is the plastic bags that swirl gracefully among the tall buildings till they are captured by some tree branch or that skitter along the roadways and sidewalks until they are picked up by the sanitation workers. But too often these ubiquitous plastic bags end up in the city's potentially lovely waterways and, just as bad, in farmers' fields.

In this paper, the structure characteristics of atmospheric boundary layer have been studied over Lanzhou in winter by combining numerical simulation method with analysis of the data which was observed by sounding balloon during the collaborative project "Study on air pollution and countermeasure in Lanzhou" supported by Gansu Government and Chinese Academy of Sciences.
