Article 3 of the Port Law prescribes that "The port as mentioned in the Law refers to the areas that consist of water area and land area within a certain scope with such functions as the entering and leaving, anchoring or berthing of vessels, embarking and disembarking of passengers, loading and unloading, lighterage and storage of goods, etc., and the corresponding wharf facilities".
