欧洲主义

The Pan Europeanism form of white supremacism accepts all native Europeans--though, of course, there can always be dispute as to who counts as native--as White, a population that ranges from fair skinned Swedes, Britons and Germans to darker complexioned Italians, Spaniards, Portuguese and Greeks.

Therefore, from the perspective of the Europeanism and the Atlanticism, the writer established the theoretical model, which includes four parameters: relative power, institutional power, and policy process (interest priority and decision procedure).

Factor is not the same story in the economic, political and security field. Under the influence of the U.S. factor, the character of the EU\'s economic policy is the independence of the Europeanism; the character of the EU\'s security policy is the domination of the Atlanticism; the character of the EU\'s political policy is the specialty of the Europeanism.

通过对上述参数进行分析之后，笔者认为，美国因素对欧盟对华政策的影响并不是呈现为单一性特征：欧盟对华经济政策体现为欧洲主义的独立性；欧盟对华安全政策领域体现为大西洋主义的主导性；欧盟对华政治政策则体现为欧洲主义的独特性。

The relative power is a long-term factor that influences the outcome of theEU\'s policy------Atlanticism or Europeanism, and the U.S factor, which measures therelative power of the EU and the U.S. in the international economic, political and security structure.

相对权力的高低是决定欧盟究竟采取欧洲主义还是大西洋主义的外交政策、也是决定美国是否能够影响欧盟外交的长期性因素，该参数主要考察，在国际政治、经济、安全结构中，美欧各自所具有的相对权力。

Facing the U.S. factor, whether would the EU choose the bandwagon policy or counterweight policy; whether would the EU choose the Atlanticism policy or Europeanism policy?

欧盟究竟会选择追随美国的大西洋主义政策，还是会选择具有独立性的欧洲主义政策呢？

The cold war was a transition period of Asianism. Although revitalized by Bandung Conference in 1955, Asianism became a standstill for the cold war and the disparities among Asian countries. Stimulated and enlightened by European integration, Asianism has made some progress in 1980s.

冷战时期是亚洲主义的过渡期，万隆会议使亚洲主义得以复苏，但冷战大环境、亚洲国家间的分歧等因素很快使刚刚复苏的亚洲主义陷入停顿；受欧洲一体化成就的刺激，亚洲主义在上世纪80年代有所发展。

In the common market, the non-tax trade barrier almost gulfed the fruits of the Customs Union with the protection of nationalism, which is the major cause for integration stagnation from 70s to 80s in the 20th century. As a conception objectionable to the Great European Goal, nationalism hindered the rapid development of integration in its initiative phase, thus changing the concrete form and nature of integration to a considerable extent.

欧洲防务共同体作为一项军事联合的尝试，必然会推动欧洲政治联合发展，它失败的主要原因是法国民族主义的复兴；戴高乐希望欧洲联合走上不同于超国家主义道路的国家间主义道路，不惜用撤离法国代表的极端方式来达到目标；共同市场中的非关税壁垒在民族保护主义的荫庇下几近吞噬关税同盟的成果，是造成20世纪70年代至80年代一体化发展停滞的重要原因。

First, due to the effect of globalization, regionalization and knowledge-based economy, European Union was allied by its economy, politics and higher education. Moreover, European Union has enhanced its competitiveness by commoditization. Secondly, the right of the nation-states' was expropriated progressively when European Union's higher education was integrated by interacting between the intergovernmentalism and supranationalism. Thirdly, the promotion of the higher education integration was discordant in the countries, having different opinions about the European integration policy. Also, the European Union promoted its competitiveness via trying to carry out a serial of education integration plans.

研究结果经整理归纳后，得以下结论：壹、欧盟基於全球化、区域化与知识经济与的影响，欧盟国家於经济、政治与高等教育结盟合作，藉由欧洲的共同体化来增强欧洲的竞争力贰、政府间主义和超国家主义互动下的欧洲的高等教育整合，事实上均不断地在侵蚀民族国家的权力参、各国对欧洲整合态度不同，以致於在推动高等教育整合方面有不一致的速度肆、欧盟欲藉由推行一系列教育整合计画，以增加欧盟的竞争力。
