本文针对有砟轨道普通路基上无缝线路及无缝道岔轨道结构，运用有限元法，建立了三维无缝线路稳定性分析模型，避免了传统理论假设过多的弊端，基于有限元分析软件，编写了有限元分析程序，对无缝线路和无缝道岔的横向变形和横向振动特性进行了全面研究，主要研究内容有：1。

面对这种局面，笔者认为对经费超支的控制不应从生产大忙季节才开始，而应在年初上级治理部门下达年度经费计划时，就建立起一套严格的计划治理和预算治理制度，结合公路养护部门的特点，本着量入为出、统筹兼顾的原则，将年度经费计划按不同内容，用编制预算的方法，在分析、猜测的前提下，进行指标分解、层层落实，纵向分解到班组、各附属生产单位，横向落实到各股室、各部门，实行金字塔形的分级治理，使每个部门、每个职工都有指标、有责任，形成一个纵向到底、横向到边、纵横交错的控制网络。
